The United States Agency for International Development Mission to West Bank & Gaza is soliciting expressions of interest from qualified U.S. citizens to serve under a Personal Services Contract (PSC) as a Senior Water Resources Planning Engineer, to serve as project manager of the $46 million Water Resources Program. The PSC Senior Water Resources Planning Engineer will be part of the USAID staff and report directly to the AID Regional Contracting Officer. The PSC shall provide technical assistance services to USAID in planning and implementing the development of water resources in the West Bank and Gaza. The specific areas of technical assistance include water resource and facility planning and design, institutional development, construction of major water supply and distribution facilities, operations and maintenance (O&M) planning and management, planning and development of wastewater treatment facilities, and training support. The primary role of the contractor is to oversee specific activities being undertaken by USAID in the water resources sector in the West Bank and Gaza under the Water Resources Program, to ensure their timely and effective implementation. The contractor shall also provide technical guidance on all projects in USAID's Water Resources Strategic Objective. In this assignment, the contractor shall regularly review conditions in the sector and gauge the extent to which progress is being achieved in implementing appropriate construction, operation, maintenance and management activities of facilities placed in service. This will involve close liaison with the prime contractor for the majority of activities under the program, as well as with relevant Palestinian Authority offices, such as the Palestinian Water Authority (PWA) and the West Bank Water Department (WBWD). The PSC Senior Water Resources Planning Engineer will be required to obtain medical and security clearance. The benefits package includes moving expenses, storage, housing, and other benefits per USAID regulations for an overseas tour. Basic household furnishings, including major appliances, will be provided by post or will be available in leased quarters to be provided by post. Shipment of a POV may be authorized. The PSC Senior Water Resources Planning Engineer must be a US citizen and must possess a university degree in a technical field related to the water sector and must have a minimum of 15 years of relevant experience. Knowledge of USAID programming systems is desired. Excellent writing and verbal communications as well as program analytic skills are required. The successful candidate must have experience working in difficult logistic environments and must be willing to travel within West Bank & Gaza. Computer skills including familiarity with Wordperfect for Windows, are required in the preparation of documents. The individual must have cross cultural experience preferably in the Middle East and must be able to work as part of a team.
