Contracting Officer, Teresa Cochran, 937/255-7003 The purpose of this
synopsis is to announce the forthcoming electronic release of the
Request For Proposal (RFP) for the Aeronautical Systems Center (ASC)
Advisory and Assistance Services (A&AS) omnibus contract. The
anticipated RFP release date is 24 Jun 97 and will be via electronic
means only. The RFP will be posted on the Pre-Award Information
Exchange System (PIXS) at: http://www.pixs.wpafb.af.mil. Select "RFP
Information" and then "Omnibus" to access the data. It is the offeror's
responsibility to access the information. NO paper copies will be
provided. ASC/CDS intends to award up to five (up to two 8(a) and up to
three small business) time-and-materials contracts which will be
indefinite-delivery and indefinite-quantity (IDIQ). The total combined
value of all contracts awarded may be as high as $250,000,000. The
period of performance is to be three years. The standard industrial
classification (SIC) code is 8731 with a size standard of 1500 (size
will be judged on the offeror and its subsidiaries). Resulting
contracts will include an "Organizational Conflict of Interest Clause"
in accordance with FAR 9.507-2. Each contract must provide for the
following range of technical/management support at ASC: engineering,
manufacturing, acquisition management, administrative support, test and
evaluation, acquisition security, configuration/data management, GFP
management, and functional support for litigation. Task orders will
identify specific contract effort. Contractors must be able to provide
qualified personnel with these specialties on short notice. Selected
contractors will be required to perform at least 50 percent of the work
as the prime contractor. Security requirements will be identified on
the DD Form 254 contained in the RFP. Responses to this announcement
should be prepared in accordance with the instructions contained in the
RFP and should be submitted NLT than 29 Jul 97, 1600 EDT to the address
contained in the RFP. All responsible sources may submit a proposal
which will be considered bythe agency. Direct all routine communication
concerning this acquisition to Ms. Teresa Cochran, Contracting Officer,
via e-mail to omnibus@asc.wpafb.af.mil. A pre-proposal conference is
scheduled for 8 Jul 97 with further details provided in the RFP. Only
one contract per prime contractor will be awarded. An Ombudsman has
been established for this acquisition. The only purpose of the
Ombudsman is to receive and communicate serious concerns from potential
offerors when an offeror prefers not to use established channels to
communicate his/her concern during the proposal development phase of
this acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. Potential offerors are invited to
