DESCRIPTION: The Naval Undersea Warfare Center, Newport Division has a requirement for a Five Year Indefinite Delivery/Indefinite Quantity, Cost Reimbursement type contract for engineering service for the continuing development of SIM II, an analytic model used to support platform level studies. These services consist of modifying, improving and upgrading the SIM II by developing algorithms, optimizing execution/scenario preparation, and supporting the ongoing SIM II study process. The solicitation will be competed on an unrestricted basis. This is a follow-on to contract N66604-93-C-A232 that was awarded to Shearwater, Inc. in Stongington, CT. Award will be made on the basis of Greatest Value with evaluation factors being: Technical Approach, Management Approach, Past Performance, Personnel, and Facilities. Total estimated Level of Effort is 86,100 man hours spread evenly over the five year period of performance. Key labor categories: Operations Analysts level III, Operation Analysts level II, and Computer Syste m Analyst level III. A single award is anticipated. A draft solicitation will be issued approximately two weeks after the publication of this notice. A formal solicitations will be issued in early July closing 30 days thereafter.
