Standards and Technology (NIST) has a requirement for research and
development services to revise the Department of Justice Standards
documents NILECJ-STD-0604.00 (December 1978) and NILECJ-STD-0605.00
(July 1981), and to update their contents to reflect the current state
of the scientific knowledge about chemical spot tests. The contractor
shall be responsible for surveying laboratories and practitioners
nationwide, about the use of chemical spot tests; performing laboratory
evaluations of each chemical spot test; revising and suggesting proper
and safe handling procedures for the chemicals used for testing and
the tested materials; and to incorporate the information gained, with
current standards documents, and issue a single standard. It is the
intent of the government to negotiate with the Center for Human
Toxicology of the University of Utah, in accordance with 41 U.S.C. 253
(c)(1), as the only responsible source able to satisfy the needs of
the government. The Center forHuman Toxicology is nationally and
internationally recognized as a leader in the analysis of drugs of
abuse, and their metabolites in various biological specimens, and in
the development of state-of-the-art assays for drugs of abuse in
physiological specimens. They are responsible for developing gas
chromatography and mass spectrometry methods capable of accurately
measuring many drugs of abuse in body fluids and tissues at
subnanogram-per-milliliter concentrations. The methods developed by the
Center have been applied to the analysis of a wide variety of samples
submitted by investigators throughout this country. The period of
performance for this project is from date of award through one year
thereafter, with an option to extend the term of the contract for one
year. Interested persons may identify their interest and capability to
respond to the requirement or submit proposals. This notice of intent
is not a request for competitive proposals. However, all proposals
received by the response date of 6/17/97,will be considered by the
government. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the government. Information received will normally
be considered solely for the purpose of determining whether to conduct
