intends to procure a Hadland SVR Electronic Ballistic Range Camera --
P/N 074-100-00 (1 each), an SVR Control and Analysis Software -- P/N
071-100-00 (1 each), a High Power Flash Lamp 20/50 usec -- 125/375
Joules -- P/N 7002-363 (1 each), Control Computer -- P/N COMP (1 each),
a Hurcules Tripod -- P/N 4530218-14 (1 each), and two (2) Operator and
Maintenance Manuals. The Aberdeen Test Center (ATC) has several of the
Hadland SVR cameras for use on their ranges. The Hadland SVR camera
heads use custom designed software to set the exposure time, exposure
intervals, time delay, flash triggering, number of exposures, camera
arming, and triggering. The system shall include software which is
compatible with the ATC cameras which will allow the Government to use
multi camera head configurations. It is intended to award a contract
to Hadland Photonics, Inc., 20480 Pacifica Drive, Cupertino, California
95014, pursuant to 10 U.S.C. 2304 (c)(1). Market research has
demonstrated that Hadland Photonics is the only vendor capable of
meeting the Government's minimum needs. The proposed contract action is
for an item for which the Government does not own specifications and
drawings to permit full and open competition. Although this is a sole
source procurement, firms that recognize and can perfrom the required
items described above are encouraged to identify themselves, but must
include descriptive literature which clearly demonstrates that the
proposed items meets all/each of the requirements contained herein,
within fifteen (15) calendar days after date of this publication. The
final determination by the Government not to open this requirement to
competition, based on any information provided, is solely within the
discretion of the Government. The FOB point is destination to be
delivered within three months after contract award. All responsible
sources may submit a bid or proposal which will be considered by the
