http://epa.gov/oam/cinn_cmd. The Environmental Protection Agency is
performing a "market search" for a contractor to provide analytical
support services to the EPA Offcie of Water (OW) in suppport of the
development of effluent limitation guidelines under the Clean Water Act
as well as analytical chemistry support on efforts related to the Safe
Drinking Water Act. The services to be provided include scientific and
technical support related to analytical methods and sampling, analysis,
and data handling of water and sludge samples. The successful
contractor must possess superior levels of technical expertise in the
fields of chemistry, analytical mehtods of analysis for water, sludge
and sediments, analytical laboratory quality control, computer
programming, automated management information systems, and field
sampling. The contractor shall collect information and conduct studies
of a technical or scientific nature, including the coordination of
sampling and analyses and database management. The applicable SIC Code
is 8731 with a size standard of 500 employees. It is anticipated that
a cost plus fixed fee/level-of-effort contract will result from the
award of this solicitation. The Government anticipates a level of
effort of 25,000 direct labor hours for the twelve month base contract
year. Two option years will be included, and are anticipated tio
contain 25,000 direct labor hours each, for a total potential of 75,000
direct labor hours over 36 months. The Government anticipates including
quantity options amounts of 23,000 hours for the base period, and
22,500 for each of the option periods, which brings the maximum total
potential on the contract to 143,000 direct labor hours over 36 months.
ALL INTERESTED SMALL BUSINESSES SHOULD FURNISH STATEMENTS INDICATING
THEIR CAPABILITIES BY 6/20/97. THE CAPABILITIES STATEMENT MUST
DEMONSTRATE THE FIRM'S ABILITY TO SUPPORT THIS EFFORT. This
documentation should be submitted in duplicate to Norm White, OSDBU, 26
W. Martin Luther King Drive, Cincinnati, OH 45268. It is anticipated
that this solicitation will be issued on or around late July, 1997.
