Sought synopsis. The following information is provided to do a Market
Survey of industry to see if there are any potential contractors in
addition to Textron Systems Corporation and Lockheed Martin
Corporation, who have the skills and knowledge required to complete
this effort. The Silo-Based Intercontinental Ballistic Missile (SBICBM)
System Program Office (SPO) Ogden Air Logicstics Center (OO-ALC),
intends to procure replenishment spares for the Peacekeeper MK21
Reentry Vehicle (RV), Radio Frequency (RF) subsystem components. This
procurement is for replenishment spares production of specialized RF
power splitters and semi-rigid cables. The prospective contractor shall
establish a production process baseline and fabricate, assemble, test
and deliver First Articles to the government. The government will
conduct Nuclear Hardness and Survivability (NH&S) testing on the First
Articles to determine if produced units meet stringent NH&S
requirements. If acceptable, the prospective contractor shall maintain
the production process baseline and fabricate, assemble, test and
deliver production units. Production units shall be subject to lot
acceptance as determined by periodic Production Lot Sampling (PLS)
tests. PLS testing will include performance testing by the contractor
and NH&S testing conducted by the government. The contractor must meet
a production delivery of October, 1998. These replenishment spares
must meet the precise requirements contained in the MK21 RV, RF
subsystem and component level specifications and drawings.
Specifications exist at the RF subsystem level, yet are incomplete at
the component level. The spares must retain the current form, fit and
function that is identified in the source control drawings for the
cables, and in the Tier III drawings for the power splitter. Tier III
drawings are not available for the RF cables and can not be furnished
by the Government. Additionally, detailed fabrication and assembly
process information is notavailable in specifications and drawings. The
contractor must develop component requirements and detailed processes
to support production. The cables and power splitters must meet
stringent NH&S requirements consistent with the MK21 RV and subsystem
level requirements. The contractor must possess MK21 RV design
knowledge and experience, NH&S technical knowledge and experience, and
detailed knowledge of insertion loss mechanisms. Any potential
offerors are requested to submit two (2) copies of an unclassified
response (limited to 5 pages) within 15 days after publication of this
notice, to OO-ALC/LMKA, 6038 Aspen Ave Bldg 1289SE, Hill AFB UT
84056-5805, Attn: Ramon F. Castillo, Contracting Officer. Information
received will be considered solely for the purpose of determining
whether to conduct a competitive procurement. It is suggested that
small business firms or others interested in subcontracting in
connection with the described procurement make contact with the firms.
