combination synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This notice constitutes
the solicitation identified as RFQ 97-507, a Request for Quotations
(RFQ); by way of this notice price quotes are hereby being requested;
no written solicitation will be issued. Quotes shall be in accordance
with all requirements of this notice including those which are included
herein by reference. Descriptive literature concerning the product
offered as well as speaking to the evaluation factors must also be
included and shall be submitted on company letterhead stationery in
narrative form to: Contracting Officer, Deschutes National Forest, 1645
Highway 20 East, Bend, OR 97701 or by FAX to (541) 383-5544, and be
received not later than 4:30 p.m., June 12, 1997. Information contact
is Dan Parazoo (541)383-5550. Line Item No. 1, Hot Bituminous Plant
Mix, estimated 850 tons, delivered and applied FOB Designation: Link
Creek Campground, Jefferson County, Sisters, Oregon, Sisters Ranger
District, Deschutes National Forest during the period of June 16
through June 30, 1997. Bituminous Plant Mix shall meet the requirements
of ODOT class B, C or D mix. Product function is to create a finished
driving surface for campground traffic which includes recreational
vehicles, campers, trailers, and passenger vehicles. Finished surface
must maintain functionality without the need for repeated treatments;
and must be compatible with forest type traffic flows and road
maintenance. Product must be classified as non-hazardous; must be
environmentally safe for all natural resources; and must not cause
corrosion, rust or other damage to vehicles. Product shall be applied
to travel surface which has been prepared by the Government in
accordance with manufacturer's instructions, standard commercial
practices, or Forest Service Standards. When instructions, practices or
standards conflict, the more stringent shall prevail. Forest Service
Standards are as follows: Product shall not be placed when weather
conditions prevent the proper handling or finishing of the product,
when the base course is frozen, or when the average temperature of the
underlying surface upon which the product is to be placed is less than
55 degrees F.; pavers shall be self-contained, power-propelled units,
provided with an adjustable activated-screed or strike-off assembly,
heated if necessary, and capable of spreading and finishing courses of
product in lane widths from 12 to 24 feet and a thickness of 2 inches;
compaction shall be performed with vibratory or non-vibratory steel
wheel rollers. Steel wheel rollers, other than vibratory, shall be
capable of exerting a force of not less than 250 pounds per inch of
width of the compression roll or rolls. Vibratory steel wheel rollers
shall have a minimum weight of 5 tons; the compactor shall be equipped
with amplitude and frequency controls and specifically designated to
compact the material on which it is used. Three-to-five ton rollers may
be used where it is impractical to operate larger rollers. Initial
breakdown rolling shall be accomplished while the product exceeds 250
degrees F.; rolling shall be completed while product exceeds 175
degrees F.; contact surfaces shall be painted with a thin, uniform
coating of bituminous material prior to placing product; product shall
be spread and struck off to the grade and elevation established;
maximum compacted lift thickness shall be 2 inches; match the proposed
grade to the existing asphalt grade; on areas where irregularities or
unavoidable obstacles make the use of mechanical spreading and
finishing equipment impracticable, the product may be placed and
finished by hand tools. Acceptance testing shall be performed on the
top surface; the surface shall be tested by the Government with a
10-foot straight edge; the variation of the surface from the testing
edge of the straight edge shall not deviate at any point more than 3/8
inch; total compacted thickness of the finished product shall not vary
more than 1/4 inch from the specified thickness; the compacted
thickness shall not be consistently below nor consistently above the
specified thickness. Supplier shall submit a certification stating that
the mix conforms to the approved job mix formula; the Government may
reject any batch, load, or section of the roadway that appears
defective in gradation, asphalt cement content or moisture content.
Supplemental evaluation factors: Organization, stability and capacity
of the firm; past performance of the firm; suitability of the product
offered; and price. No factor is deemed more important than another;
the Government will consider all factors and evaluate on the basis of
overall best value. The following clauses and provisions apply to this

percent set-aside for small business firms for standard industrial
