S -- - NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT Individual sought to provide analysis and recommendations to the National Marine Fisheries Service (NMFS) on the long-term funding needs of Columbia River Basin fish and wildlife restoration and alternatives for financing these activities; and represent NMFS in various forums addressing long-term funding needs for Columbia River Basin fish and wildlife restoration programs. Specific tasks include assisting in revision of NMFS' multi-year implementation plan, 2) assisting NMFS in developing decision framework, 3) advising NMFS on implication of utility deregulation, 4) representing NMFS in regional forums, and 5) improving communications by NMFS on fish and wildlife funding and implementation. Individuals responding to this notice must possess professional degree or equivalent experience in biology, management or related field; ability to communicate clearly; ability to present complicated information to a wide variety of audiences; and ability to use standard word processing and spreadsheet software. Indivudal must also possess knowledge of: 1) BPA direct fish and wildlife program, budget elements and procedures; 2) knowledge of legislstioan, legislative processes and legislative proposals governing regulation/deregulation of energy industry; 3) knowledge of individuals knovlved in fish and wildlife management and hydropower operations; 4) knowledge of objectives and activites of the NW Power Plannign Council and Columbia Basin Fish & Wildlife Authority ; 5) knowledge of federal Columbia River power system ops and issues; and 6) knowledge of NMFS Biological Opinion on operation of the FCRPS.
