(1) The contractor shall provide factual information about current and past legal issues and cases involving the six regional support offices. Update Golden Field Office personnel regarding the status of legal proceedings and administrative litigation such as appeals to the DOE Financial Assistance Appeals Board (FAAB); personnel appeals to the Merit Systems Protection Board (MSPB), the Equal Employment Opportunity Commission (EEOC) and other labor forums; ongoing standards of conduct issues for federal employees; federal tort claims matters; grant reviews; and the processing of requests for information under the Freedom of Information Act (FOIA). (2) Providing information about the past practices of the Regional Support Office Counsel and the relationship of the position with the Directors and employees of the six regional support offices and with Department of Energy Headquarters officials. Providing background information on programs administered by the Office of Energy Efficiency and Renewable Energy. Providing information about library resources and other files which were transferred to the Golden Field Office upon closure of the legal office in Boston. (3) Performing legal research and preparing legal memorandum as required under the direction of the Golden Field Office, Deputy Chief Counsel. (4) Assisting the Deputy Chief Counsel in the preparation of materials for annual mandatory ethics training of federal employees. Under the direction of the Deputy Chief Counsel, assist in the resolution of ethics and standards of conduct issues including those associated with buyouts, post-employment restrictions, procurement integrity, and restrictions on private financial interests among others. Providing other assistance as required in the area of ethics and standards of conduct. (5) Providing technical assistance and legal support in the resolution of judicial and administrative litigation arising under the grant programs administered by the Agency. Providing the same type of assistance with judicial or administrative litigation in personnel and labor relations matters. (6) Providing legal support in the routine processing of documents submitted for legal review and comment. The Contractor shall not have signature authority on documents submitted for legal review but may participate in the review process as necessary. We plan to award this to Peter Palica, Attorney at Law, 2025 Ocean Street, Marshfield, MA 02050 in the dollar amount of $50,000. See Note 22. ***** (0142)
