Indefinite-quantity contract for the development and implementation of
a work plan for confirmatory sampling and ecological risk assessment
(ERA/CS) for the Bolsa Chica lowlands located in Hunting Beach,
California. The CS tasks shall be accomplished in a manner that will
apply and relate to the requirements of the final ecological risk
assessment. The ecological risk assessment shall establish cleanup
criteria that will be protective of fish, wildlife, and human health by
designing appropriate media sampling and assays, as well as integrating
existing data and information. The Contractor shall develop an ERA
utilizing established, scientifically sound protocols and methodologies
to identify risk to ecological and human receptors and develop
protective cleanup criteria for Bolsa Chica lowlands restoration
project. The scope of the ERA shall include risk associated with
current and future oil production and urban runoff inputs. A final
report is required to include all results of the project in hard copy
and electronic format, such that spreadsheet data is readable in
Microsoft Excel and capable of integrating into ARCINFO/ARCVIEW. Maps
are required to be in AUTOCAD format. Selection of firms for
negotiation shall be made through an order of preference based on
demonstrated competence and qualifications necessary for the
satisfactory performance of the specified work that includes (1)
specific relevant qualifications of individuals listed to perform under
the contract including individual licenses and experience, (2) Specific
facts demonstrating the firm's familiarity with local conditions,
having possible effects on scheduling, costs and complexity of
contractual procedures on a project, (3) Specific facts demonstrating
the firm's experience in conducting and evaluating Confirmatory
Sampling and Ecological Risk Assessment data in marine/esturine
environments, (4) Specific type and amount of applicable field and
office equipment available for work under this contract, (5) Specific
facts demonstrating the firm's experience conducting the environmental
sampling necessary for work under this contract. Interested firms
