Springer, Contracting Officer, 301-344-0263 The Contractor shall
provide all material, labor, equipment, and supervision, etc.,
necessary for Chiller Plant Expansion at the Plum Island Animal Disease
Center, Greenport, New York as follows: The Base Bid will include the
following elements: 1) a pre-engineered, single span, rigid braced
frame building addition measuring 51 by 30 feet; 2) a centrifugal
375-ton water chiller; 3) an induced draft 375-ton cooling tower; 4) a
2,400-volt, 600-amp fusible switchgear; 5) a Class I, Type B,
480-volt, 3-phase, 4-wire, 60-hertz motor control center; and 6) all
required, necessary, and appurtenant demolition, site work,
connections, controls and monitors, piping, pumps, valves, electrical
conduit and wiring to produce a complete and operating chiller plant
addition. Option No. 1 will include: 1) an additional 375-ton chiller
and an associated 375-ton cooling tower; 2) a motor control center; 3)
an oil-filled, 5kV primary, 277/480V secondary, 500 kVa transformer;
and 4) all required chiller controls, piping, pumps, valves, electrical
conduit and wiring and painting for the second chiller. Option No. 2
will include: 1) the automatic temperature control field monitoring and
control system with communications between the new DDC units and the
existing Carrier "Chillervisor" system. The system will be an extension
of the existing Landis & Gyr Powers System; 2) central and remote
hardware, software, and interconnecting wire and conduit between the
new and existing system including connection via phone line to the
existing LGP system; 3) a supervisory control system and interface with
the existing Carrier system. The new control panel shall fully
communicate to the existing Carrier and LGP systems; translational
hardware and software will be provided. Option No. 3 will include the
removal of existing piping, the furnishing, installation, and painting
of marine water boxes on the two existing 500-ton Carrier chillers,
repiping devices, and returning the existing chiller system to
operational status. The total Estimated Cost of Construction for this
project is between $500,000 and $1,000,000. Time for completion of the
work will be 180 calendar days from the date of issuance of Notice to
Proceed. A pre-bid meeting is tentatively scheduled for July 16, 1997,
at Plum Island. Requests for sets of plans and specifications will be
