jraley2001@aol.com. This project consists of furnishing all manpower,
labor, equipment, materials, supplies and supervision necessary to
design, perform necessary construction to design/build an approximate
30,000 square foot addition, known as a Cross Dock Expansion, to the
existing Detroit Bulk Mail Center, located at 17500 Oakwood Boulevard,
Allen Park, Michigan. Work consists of certain on-site and off-site
aspects of the project. These aspects include, but are not limited to,
design services, utilities and coordination with local authorities,
drainage, runoff retention/detention, paving, lighting, building
expansion, existing building integration, phasing/staging and
coordination with local USPS personnel to maintain on-going operations.
This project is a fixed price Design/Build project. Specific aspects of
the project include, but are not limited to, the following: site
clearing, rough and finish grading, paving, utility relocation, new
utilities, foundations, site electrical, elevated concrete slab with
dock positions, perimeter wall system to match or be compatible with
the existing Bulk Mail Center, structural columns, beams, roof
structure, roof system with warranty, tie-in to existing building to
provide a watertight barrier, security system to include LOG spine and
CCTV system in compliance with USPS standards, necessary electrical
power, lighting, mechanical heating and ventilation system, mechanical
equipment including dock revelers, dock lights, seals, doors,
bollards, truck restraints, fire protection system, painting and
sealing, doors and hardware, and other items as necessary to make this
a fully operational area in compliance to USPS standards and
requirements. All USPS, federal, state, and local jurisdictional
criteria must be met in the most stringent interpretation with final
review and approval by the USPS Contracting Officer. The design effort
shall include all work necessary to provide a complete set of approved
design documents suitable for construction. Additional surveys,
geotechnical, investigations, etc., necessary to complete the design
shall be provided by the Contractor. The overall project duration is
initially established at 210 calendar days after receipt of Notice to
Proceed. The Design/Build team shall provide an add alternate for
accelerating the project to allow Beneficial Occupancy no later than
November 1, 1997. The Add Alternate shall include all additional costs
to complete the project in this time frame. Offerors will be required
to submit both technical and price proposals. Technical submittal will
require evidence of (1) Experience; (2) Management Plan; (3) Financial
Capability; and (4) Organization. Selection will be based on the
combination of qualifications, price, and schedule. The estimated
design/construction cost range is between $3,400,000 to $3,900,000. A
formal pre-proposal conference and site walk through has been
tentatively scheduled for June 10, 1997 at 9:00 am at the facility.
Please review the solicitation package for actual pre-proposal
conference date. The cost ofthe plans and specifications for the
project is $130 per set. This charge is non-refundable. If you desire

overnight mail service, send an additional $50 per set. Plans will also
be available for your review at local plan rooms, F. W. Dodge, and
Detroit BMC Maintenance Office. This is a negotiated procurement;
therefore, offers will not be publicly opened. Information concerning
the successful offeror, contract price, and the number of offers
received will not be released until after an award has been made, and
the request is submitted in writing. All offerors are encouraged to
submit their proposal by one of the methods offered by the U.S. Postal
