welcome at 301-981-1910 This is a combined synopsis/Request for
Quotation (RFQ) for commercial items prepared in accordance with the
format in FAR Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. This acquisition is a 100% small business
set-aside. Responses to this RFQ must be received by 28 May 97 at 4:00
pm Eastern Standard Time. Delivery and Finance addresses will be
provided upon award. Offerors are required to document past performance
suitably and provided opportunity for verification. Offerors will be
evaluated on technical data, price and past performance.
SPECIFICATIONS/STATEMENT OF WORK: The contractor shall provide all
parts, labor, equipment, transportation, tools, materials, personnel
and supervision to perform all operations necessary for Boeing 757
simulator training. Period of Performance: 1 Jun 97-30 Sept 97. NUMBER
SIMULATOR: Contractor must havea least two Boeing 757 simulators on
site for maximum scheduling flexibility. It is highly desirable that
the contractor have two "D" level simulators on site incase maintenance
problems disables one of the simulators. The Boeing 767 simulator is
not an acceptable alternative. A total of 14, eight hour simulator
periods (2 x 2.0 hours per person, per day on consecutive days, that
is, two four-hour simulator periods on consecutive days) with
associated instruction provided by the contractor (wet simulator).
Training would consist of standard sustainment training syllabus
offered to airline pilots modified for use by the 89 AW. SCHEDULE :
Simulator blocks of training required by month: June -- 2, July -- 3,
August -- 4, and September -- 5. Number of simulators increase in
frequency as delivery date gets closer to allow total crew force to
attain maximum proficiency. REQUIREMENTS: Simulator must have the
following: 1. At least six motion axes. 2. At least 160 degrees
wrap-around visual display to allow for practice circling approaches.
3. World-wide database of at least 50 airports including Hong Kong to
allow for airport qualification type training. 4. Day-dusk-night visual
capability. 5. Instructor CRT available to give radar approaches,
windshear profile simulation, and terrain profile simulations. 6. Full
array of preprogrammed malfunctions, poppable circuit breakers. 7. FAA
Level D simulator, capable of logging landings. 8. Flight deck should
include: FMS/EICAS system, Weather radar, and video system capable of
recording training sessions. 9. Pratt & Whitney engines (aircraft will
have P&W 2040s). 10. Procedures trainers/FMS trainers available.
GROUND SCHOOL: A ground school or simulator pre-briefing covering
aircraft systems would be required. TRAINING SCHEDULE: Due to heavy
travel schedules involved and the highly volatile schedules crewmembers
have, no simulator training can begin earlier than 6:00 AM and can end
no later than midnight. All training must be completed on-site (not
out-sourced). All simulator training, excluding ground school, must be
completed on consecutive days in the same training period (s) agreed
upon between the contractor and the 1st Airlift Squadron. DEFINTION:
Simulator training block: 2 day simulator training course for two
pilots on consecutive days, 4.0 hours of simulator training per day
(each pilot training 2.0 hours in left seat). Associated simulator
instruction provided by sim instructor, including prebriefs and
debriefs. Associated ground school instruction. The following
provisions apply to this acquisition: FAR 52.212-1, Instructions to
Offerors- Commercial Items FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items; FAR 52.212-4 Contract Terms and
Conditions-Commercial Items. All inquires and concerns must be
