Questions concerning Sources Sought N00178-97-R-1040,
rmcaugh@nswc.navy.mil. This is a Sources Sought for a competitive
acquisition to be set-aside according to Navy acquisition policies in
the following order of precedence: 8-A, then small business. If two or
more sources cannot be identified from the set-aside categories, then
the solicitation will be issued on an unrestricted basis. The
applicable SIC Code for this acquisition is 8711, the size standard for
which is $2.5 million. The Naval Surface Warfare Center, Dahlgren
Division, hosts a variety of major weapon systems programs and their
compliance with Federal, State, Local, DOD, and specifically, Navy,
safety and environmental laws and regulations must be ensured so as not
to impose undue risks and hazards to the environment. NSWCDD must
introduce safety and environmental considerations in all studies,
tests, and projects to ensure that systems development does not
incorporate legal and regulatory noncompliance. Routine usage,
transportation, and storage of hazardous materials/products/processes
must not impact the environment in a manner that conflicts with
cognizant laws and regulations. Since this issue must be addressed in
any design, development, production, operation, maintenance, and
disposal of Navy systems, safety and environmental aspects become a
part of the life-cycle of these systems from beginning to end. The
safety and environmental efforts are in support of research and
development being conducted now and for any future development such
that the Navy's ability to comply with various levels of safety and
environmental laws and regulations in a cost effective yet a thorough
manner is not compromised. These objectives are to be reached by
research and systems analysis, studies, and the application of
state-of-the-art technology as it applies to the myriad of Navy
programs that require internal and external interface regarding safety
and environmental issues. This work will be a follow-on contract,
planned to begin in January 1998, and will require a staff of
approximately nine full time personnel at time of contract award as
follows: Project Manager -- one; Environmental Engineer -- one;
Environmental Scientist -- two; Safety Engineer -- two;
Safety/Environmental Specialist -- one, Computer Specialist -- one; and
Typist -- one. Certain desired types and levels of experience for
selected Key Personnel categories include the following: Project
Manager -- Bachelor's degree in engineering; professional engineering
license; ten years program management and supervisory experience
related to functions listed above; two years experience in DOD contract
management. Environmental Engineer -- Bachelor's degree in engineering;
nine years technical experience in environmental engineering;
Professional Engineering license. Environmental Scientist -- Bachelor's
degree in scientific discipline; professional engineering license; nine
years technical experience in environmental field. Safety/Environmental
Specialist -- Bachelor's degree in engineering or scientific
disciplinesuch as Physical Science, Mathematics, Engineering, Geology,
or Environmental Science; five years experience in relevant field.
Computer Specialist -- Bachelor's degree in computer science or
certificate of training in Computer Science or technical discipline
such as GIS, Auto Computer Aided Design and Drafting; three years
experience in relevant field. Safety Engineer -- Bachelor's degree in
engineering (physical science, industrial hygiene, safety, radiation);
professional engineering license; four years experience in relevant
field. Potential offerors are to submit a Capabilities Statement which
contains a thorough discussion of their technical understanding of the
major issues relating to all of the major functional areas of
environmental engineering and safety engineering. Of specific interest
is the offeror's understanding of these issues as they relate to a
Navy Research and Development laboratory. Also desired is a summary of
similar corporate experiences obtained within the last five years
together with contract numbers and applicable Government technical
points of contact with current telephone numbers. Offerors are also
requested to provide resumes as follows: One for the Program Manager,
one for the Environmental Engineer, and one for the Environmental
Scientist. This work also requires personnel with environmental and
safety engineering/technical experience as well as support personnel
including typists. The Capabilities Statement will describe the
offeror's plan to provide such trained personnel in the quantities
identified above at time of contract award. Training of any kind,
either before or after contract award will not be accomplished at
Government expense. If subcontracting is contemplated, the Capabilities
Statement shall contain sufficient information concerning the planned
subcontracting arrangement to assure the Government that the
limitations of FAR 52.219-14 can be met. These limitations require that
at least 50% of the cost of contract performance incurred for personnel
will be expended for employees of the prime contractor. Offerors who
are seeking consideration under a set aside will include letters of
agreement from all proposed subcontractors showing their concurrence
with the planned arrangement and division of work. Although Contractor
location in the immediate vicinity of Dahlgren is not a requirement,
the Capabilities Statement shall describe the offeror's current
facilities and their ability to provide timely contract support,
especially in the event of an emergency environmental or safety
compliance. In order to assist in the Government's evaluation of the
viability of either a competitive 8(a) or a small business set-aside,
potential offerors shall also clearly indicate in their Capabilities
Statement their business status, and if 8(a), shall note those SIC
codes which are approved in their current business plan as well as the
effective date and expiration date for each SIC code. Each 8(a) firm
should indicate when it expects to graduate from the 8(a) program. Due
to the planned acquisition schedule, two copies of the Capabilities

delivery of this notice. Each offeror is encouraged to limit their
