Sources Sought: The Bureau of Indian Affairs (BIA), Division of Contracting and Grants Administration seeks an Indian/Alaska Native Source to perform research, data analysis/assessment, conduct consultations with Indian Tribes, develop Draft Reports and prepare a Final Report to fulfill the Statutory requirements of Section 17(b), Public Law (P.L.) 102-477, "The Indian Employment, Training and Related Services Demonstration Act of 1992". The Final Report at a minimum shall address: (1) The proposed methods of data collection; (2) Cost/benefit analysis of data collection methods; (3) Size of the Indian and Alaska Native population throughout the entire United States to be effected by any data collection efforts; (4) Characteristics and need for education, health, housing, job training, and other basic needs of the population, and (5) Other informational needs of individual Indian Tribes and organizations serving Indians in non-reservation areas. For the purpose of this announcement and the "Buy Indian Act" (25 U.S.C. 47 as implemented by 20 BIAM 2.1), an Indian-owned firm is defined as an Indian/Alaska Native Enterprise which may be organized for profit or nonprofit that: (1) Is at least fifty-one percent (51%) owned by one or more Indian person(s) of an Indian Tribe; (2) one or more of the Indian/Alaska Native owners must be involved in the day-to-day business management of the firm, and (3) the majority of the earnings accrue to the Indian/Alaska Native person(s). As defined by 25 U.S.C. 47, an Indian is a person who is a member of a Indian Tribe as defined herein, or an Alaska Native who is descended from someone on the rolls of Alaska Natives prepared pursuant to the Alaska Native Claims Settlement Act of 1971. Indian Tribe means any Indian, Band Nation, Rancheria, Pueblo, Village, community or other organized group, including any Alaska Native Village, which is recognized as eligible for the special programs and services provided by the United States to Indians because of their status as Indians. The anticipated contract to be awarded in connection with this announcement shall be In accordance with the authority of "Buy Indian Act" (25 U.S.C. 47 as implemented by 20 BIAM 2.1). Offerors must self certify "Buy Indian" eligibility for any resulting award arising from this synopsis. No Joint Venture effort shall be considered for award. Estimated issuance date of the Request For Proposals BIA-WDC-97-0001 is June 12, 1997 and responses are due to be received in the Contracting Office Not Later Than 30 days thereafter. Requests for copies of the solicitation will be honored if received on or before 12 June 1997. Requests received after 12 June 1997 will be filled on a first-come, first-served basis until the supply is exhausted. However, there is no assurance that copies requested after the tenth day will reach the requester before the date for receipt of responses.
