cox.karen@epamail.epa.gov. The Environmental Protection Agency has a
requirement for performing technical support and providing
administrative support, including analyses and review of existing air
quality data to verify improvements/declines in air quality (monitoring
and modeling) and tracking State's progress in air quality planning
(State Implementation Plans development). A major component for the
supportive effort will require the use and development of appropriate
databases. The contractor shall compile and assess information
concerning chemicals/pollutants, industries, and geographic areas
representing the greatest risks to public health and the environment.
Services required include data-gathering activities, report preparation
phases, completion of necessary documents to provide technical
background needed for formulating policy recommendations, and
evaluation of alternatives and solutions to problems encountered.
Reports shall present all relevant information in a manner that is
comprehensive and technically accurate,yet concise and understandable.
These documents will generally undergo critical scientific and public
scrutiny and therefore must be sound and defensible. EPA anticipates
the award of a cost-plus-fixed-fee level of effort type contract for a
total of 64,200 labor hours consisting of a base requirement of 14,400
labor hours and an optional 7,000 hours. In addition, the contract will
allow for two (2) twelve-month options of 14,400 basic and 7,000
optional hours each. SIC No. 8748 applies; size standard of $5M in
average annual receipts over the last three years. RFP will be issued
approximately 06/13/97 as a total small business set-aside. Proposals
will be due thirty (30) days after the RFP issuance date. The
solicitation and amendments will be available via the Internet World
Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to
access the solicitation and amendments via Internet. If you will be
obtaining a copy of the solicitation via Internet, it will be your
responsibility to frequently check the same site where the solicitation
is posted for any amendments. However, firms who do not have the
capability to obtain the solicitation from Internet, may submit a
written request for a diskette with the solicitation in WordPerfect 6.1
format from the contact point at the address above; however, only those
firms who do NOT have the capability to obtain the solicitation from
the Internet should request diskettes. Diskettes will not be sent to
those firms who have Internet access. If you request a diskette of the
solicitation, you will receive amendments by mail, unless you notify
us otherwise. Telephone and fax requests will not be honored. Only one
copy shall be sent to a corporate entity, regardless of the number of
requests from one or more different geographic locations. A copy of
the preliminary source list will be issued to all prospective offerors
along with the solicitation. All responsible sources may submit a
