a requirement for providing technical support for EPA projects,
principally by gathering scientific/technical data as directed and
preparing reports and analyses detailing results, including support for
and analysis of economic incentives and control measures and components
of Reports to Congress. The successful offeror will provide technical
assistance to include support in reviewing regulatory support
documents; preparing profiles of affected industries; establishing
and/or reviewing analysis parameters; developing and analyzing
innovative regulatory strategies; estimating and validating the cost
and benefit of innovative regulatory strategies; preparing control
strategy cost methodologies; preparing control strategy cost analyses;
preparing economic impact analysis methodologies; performing economic
impact analyses; preparing benefit analysis methodologies; performing
benefits analyses; developing analytical computer models; preparing
regulatory impact analyses; revising analyses and related
documentation; reviewing and/or developing cost, economic impact, and
benefit analysis tools, techniques, and approaches; reviewing and
revising OAQPS Control Cost Manual; reviewing and revising analytical
methods manual; preparing, compiling, and tabulating information
collection requests; estimating the burden of information collection;
providing cost, economic and benefit analysis for litigated standards;
project team support; meetings support; and preparing reference
documents and docket materials. EPA anticipates the award of a
cost-plus-fixed-fee level of effort type contract for a total of
120,000 labor hours consisting of a base requirement of 24,000 labor
hours. In addition, the contract will allow for four twelve-month
options for 24,000 labor hours each. SIC No. 8748 applies; size
standard of $5M in average annual receipts over the last three years.
The RFP will be issued approximately 6/15/97 under full and open
competition. Proposals will be due thirty (30) days after the RFP
issuance date. The solicitation and amendments will be available via
the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms
are encouraged to access the solicitation and amendments via Internet.
If you will be obtaining a copy of the solicitation via Internet, it
will be your responsibility to frequently check the same site where the
solicitation is posted for any amendments. Firms who do not have the
capability to obtain the solicitation from Internet, may submit a
written request for a diskette with the solicitation in WordPerfect 6.1
format from the contact point at the address above; however, only those
firms who do NOT have the capability to obtain the solicitation from
the Internet should request diskettes. Diskettes will not be sent to
those firms who have Internet access. If you request a diskette of the
solicitation, you will receive amendments by mail, unless you notify
us otherwise. Telephone and fax requests will not be honored. Only one
copy shall be sent to a corporate entity, regardless of the number of
requests from one or more different geographic locations. A copy of
the preliminary source list will be issued to all prospective offerors
along with the solicitation. All responsible sources may submit a
proposal which shall be considered by the Agency. See Numbered Note 26.
