Husereau, Contracting Officer, 301-713-0829 The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate on a sole source basis with the National Academy of Sciences/National Research Council. NOAA acts as the designated (host) agency for the federal agencies participating in the interagency Committee on Environment and Natural Resources (CENR) of the National Science and Technology Council (NSTC). The Under Secretary of Commerce for Oceans and Atmosphere serves as the Co-Chair of the CENR. The purpose of this contract is to enable the National Research Council to initiate and carry out studies, reviews, and other activities on issues of interest to the CENR, the President's Council on Sustainable Development, and where appropriate and desirable other governmental entities in a responsive and timely fashion. The period of performance will be three years. The Government reserves the right not to open this requirement to competition based upon the responses to this notice. Technical responses and requests received as a result ofthis notice of intent will normally be considered solely for the purposes of determininng whether to conduct a competitive procurement. Interested firms must submit clear and convincing data substantiating their capability to furnish this requirement within fifteen days from publication of this notice. NO SOLICITATION package is available. If no affirmative responses are received award will be made to the National Academy of Sciences/National Research Council.
