Specialist, 215-656-6761 The vessels to be acquired are two inland
river style towboats intended to serve the U. S. Army Corps of
Engineers, Rock Island (CENCR) and St. Louis (CELMS) Districts in
support of their missions. The vessel for the Rock Island District will
be 59'0" long by 22-feet wide (maximum) with a depth of 8'6" to the
Main deck at midship. The design draft will be 5'6" to the lower most
extremity. The vessel will be twin screw with approximate total of 760
HP. The vessel's mission will be to provide towing and tender service
to other district plant in support of lock and dam maintenance. The
vessel shall be suitable for year -- roun operation in both shallow and
ice, and drift-strewn rivers of the Mississippi River, Illinois
Waterway and connecting tributaries. The veessel for the St. Louis
district is of all steel constructin and will be 65'0" long by 24-feet
wide (maximum) with a depth of 8'6" to the Main deck at midship. the
design draft will be 5'2" to the lower most extremity. The vessel will
be twin screw with approximate total of 880 HP. the vessel's mission
will be to provide towing and tender service to other district plant in
support of lock and dam maintenance. The vessel shall be suitable for
year-round operation in both shallow, and ice and drift-strewn rivers
of the Mississippi River Navigation System including Illinois and
Kaskaskia Rivers. Both vessels will be designed, built and classed to
American Bureau of Shipping rules for Steel Vessels on Rivers and
Intracoastal Waterways. The towboats shall be twin-screw, open
propeller diesel powered vessel with an all-welded steel hull and
superstructure. A full spectrum of testing to prove thedesign and
enginering concepts is required. for the Rock Island vessel, the
solicitation has been formatted whereby the contractor is required to
modify and existing "As-Built" design. The design changes have been
anotated in the specification package. For the St. Lois vessel the
solicitation has been formatted as a "Design and Build" type based upon
a Concept Design prepared by the Marine Design Center (MDC). The
contract will utilize the MDC three phase contract methodology.
Liquidated Damages are included in the contract and boding is required.
Specification and full size drawings will be furnished at a charge of
$65.00 per set. All checks are to be drawn to "FAO< USAED<
NORFOLK". All requests should be made in writing to the attention of
Mr. Joseph T. Bujnowski. A social security number or company's Federal
Tax Identification Number must be written on the check or money order.
Payment will not be refunded and specifications need not be returned.
The Invitation for Bid (IFB) will be available on (or about) June 24,
1997, with a bid opening date on (or about) July 24, 1997. All requests
must include a physical street address, point of contact telephone
number, fax number, and business size. The applicable SIC is 3731 with
a size standard of 1,000 employees. Award of the contract will be as
a whole to one bidder. A Small and Small Disadvantaged Business
Subcontracting Plan is required. This procurement is unrestricted.
