solicitation package for the Design/Build project for the replacement
of the existing generator at the Garmatz Building in Baltimore, MD and
the installation of the new generator in the Boggs Building in
Wilmington, DE will be made available approximately June 2, 1997. The
request for proposal will be due within 30 calendar days after its
issuance. All interested parties are encouraged to review the original
CBD notification dated March 21, 1997, which outlines important
bidding information. Copies of the RFP will be made available only to
those firms who submit a written request to Donna Parrish/Donna England
via FAX at (215) 656-5955 or GSA, Keystone RSD, The Wanamaker Building,
Room 725, 100 Penn Square East, Philadelphia, PA 19107. Telephone
requests will not be honored. The GSA is soliciting proposals in Two
Phases from design-build firms, partnerships, or joint-ventures for the
delivery of a Replacement of an Existing Generator at the Garmatz
Building in Baltimore, MD and the Installationof a Generator in the
Boggs Building in Wilmington, DE. The total cost is estimated between
$250,000.00 and $500,000.00. The scope of the design-build services
under this proposed contract may include, but may not be limited to,
the following:. This specification provides general guidance for the
design/build project for the replacement of the existing generator at
the Garmatz Building in Baltimore, MD and the installation of the
Generator in the Boggs Building in Wilmington, DE. Briefly, and without
force and effect on the remainder of this contract document, the work
of this contract may be summarized as follows. Replace the existing
generator at the Garmatz Building with a new, energy efficient
generator and install a new, energy efficient generator in the Boggs
Building. The requirement is to determine the current emergency power
load of each building, Garmatz and Boggs, and to replace the existing
generator at the Garmatz with an appropriately sized generator and to
install an appropriately sized generator at the Boggs Building. The
generator systems shall consist of the generator and a separate
distribution system with automatic transfer switches, distribution
panels and 480V/277 lighting panels, with dry-type transformers feeding
208V120V panels as required. Installation of the new generators at each
building shall include the feeders from the respective emergency panels
to each of the emergency power loads as listed on page 6-28 of the
General Services Administration (GSA) publication PBS-PQ100.1. As an
option, this RFP requires the replacement of an underground fuel tank
at the Boggs Building with an appropriately sized underground,
double-walled fuel tank, and replacement of transformer switches at the
Garmatz Building. A preproposal conference to be announced will be held
to discuss project objectives and to answer questions. The conference
provides an opportunity to discuss and clarify this Request for
Proposals (RFP), including; Volume 3 design programming and
specification requirements, proposal submission requirements, roles and
responsibilities, etc. However, nothing said or represented in the
conference shall be deemed to modify RFP requirements unless followed
by a written amendment. Offerors' are requested to submit questions
relative to the RFP at least ten (10) days in advance of the conference
so the Contracting Officer may prepare responses. Offerors'
participation is strongly encouraged. Seating capacity is limited and
available on a first-come first-seated basis. Offerors' who plan to
attend should contact Donna Parrish at (215) 656-6094 or Donna England
at (215)656-6108 to enable a rough count of attendance. Depending on
response, the number of attendees from any one offeror may be limited
by the Government. Phase One Submission Requirements. Address each of
the following factors. The evaluation factors are listed in descending
order of importance with the first being slightly more important than
the other. A. The Offeror's Past Performance on Similar Projects. The
contractor must demonstrate their experience by providing three
references of previously designed and previously installed Emergency
generator systems. Each reference must be for similarly sized and
configured systems as required within this Scope of Work. These
projects must have been completed within the specified project
performance time, within the original design, and have been operating
successfully for one year. Previous design / build projects are
preferred but are not essential. Projects which were conducted in
occupied buildings are preferred but are not essential. Work is
considered similar if the functions, responsibilities, and controls
exercised by the contractor were essentially the same as required under
this solicitation. For the evaluation criteria listed above, the
contractor will be requested to provide the following information for
each project: name and location of the project. a description of the
project including a description of the emergency generator system and
the type or use of thefacility construction cost to include a
comparison of initial estimates, award amount and the final cost at
construction completion actual work the firm performed the year of
system start-up owner's name, telephone number, address, and person to
contact who is familiar with the project. For the design build
projects, if the team is proposing as a joint venture, the team is
required to discuss if the joint venture has experience working
together in the past. If the joint venture has not worked together in
the past, the members of the team are required to discuss their joint
venture experience in the past, including which firm was the lead firm.
If a team is proposing as a joint venture, provide a copy of the
proposed joint venture agreement. Past performance will be evaluated by
the Board Members by contacting the reference provided and discussing
the offeror's performance on the listed projects. Consideration for all
shall be given to timeliness, cost control, and technical success of
the project. Minimum Standard The standard is met when the offeror
demonstrates previous experience for the design and installation of
generator systems on at least two previous projects performed within
the past five (5) years that were similar in nature, size, dollar value
and have been operating for at least one year. B. The Offeror's
Staffing Plan and Key Personnel Qualifications. Offerors will be
requested to identify key personnel for the project team and their
responsibilities, qualifications and positions. Complete resumes for
all key personnel shall be provided for each member proposed to work on
this project listing their education, training, qualifications and
experience relative to the tasks they will be performing. Include
professional qualifications, specialized experience in this type of
work, and the technical competence of the staff on similar projects.
Offers are requested to provide details of how this project will be
staffed, controlled and managed. Explain how continuity will be
maintainedthroughout design and construction. Discuss any collateral
duties which key personnel will have concurrent to this project. If a
joint venture is proposed, the firm is requested to discuss the
previous experience of the joint venture including the length of time
the joint venture has worked together in the past and how long the
personnel within the joint venture have worked together on previous
projects. The firm must demonstrate it can provide contract documents
signed and sealed by a registered professional engineer. A flow chart
of the team's organization structure must be provided. Minimum Standard
The standard is met when the offeror provides a narrative describing
the offeror's staffing plan and key personnel addressing each of the
elements required in the solicitation. Also for each discipline listed,
the offeror must provide clear and convincing relevant expertise or
carrying out the various tasks required to which they will be assigned.
The standard is met when the offeror demonstrates that each lead
designer is a registered engineer and that the lead designers and
construction personnel have experience on a minimum of at least three
projects similar in nature, size and dollar value within the past five
(5) years. The due date for Phase One Technical Qualification
Proposals will be identified on the cover of the solicitation and must
be received by GSA, not later than time and date specified. All
submittals must clearly indicate the solicitation number on the face of
the envelope for identification purposes. Late submittals will be
handled in accordance with FAR 52.215-10. The 5 most highly qualified
Phase One offerors will be requested to submit Phase Two competitive
proposals in response to a Request for Phase Two Competitive Proposals
(RFCP). The names of the offerors selected to participate in Phase Two
will be published in the Commerce Business Daily. The offerors selected
to participate in Phase Two will be notified of the submittal
requirements for Phase Two. Phase Two submission requirements include
the submission of a detailed technical proposal within the RFCP's scope
of work, and a firm-fixed price proposal for providing the services
required. The technical proposal must include: (1) Description of the
generator system, (2) Preparation of generator single line drawing, and
a (3). Phasing Plan, Time of Performance and delivery schedule
demonstrating the offeror's strategy for accomplishing the project as
described in the RFCP; ensuring design and construction quality;
controlling costs, and commitment to customer satisfaction; and a
delivery schedule defining the offeror's proposed performance time for
project completion. A bid guarantee in the amount of 20% of the offer,
will be required of offerors participating in the Phase Two
competition. Phase Two proposals will be due 30 calendar days after the
Phase Two RFCP is issued to the firms selected to participate in Phase
Two. This procurement is being made under the Small Business
Competitiveness Program. In accordance with PublicLaw 95.507, the
successful Offeror will be required to provide the maximum practicable
opportunities for small business concerns and small business concerns
owned and controlled by socially and economically disadvantaged
individuals to participate as subcontractors in the performance of this
contract. In support of the agency efforts, firms seeking consideration
for this contract should provide maximum practicable subcontracting
opportunities for small, small disadvantaged, and women-owned business.
Offerors must also provide a brief written narrative of outreach
efforts made to utilize small, small disadvantaged and women-owned
businesses. Phase Two offerors will be required to submit a
subcontracting plan with their technical proposal. An acceptable
subcontracting plan must be agreed to before contract award. (Small
