Indefinite Quantity Architectural-Engineering Services for Design,
Engineering, and Construction Management Services for Aircraft Support
Operation/Maintenance Facilities and Construction Management Services
for Various Facilities at the Naval Air Station, Lemoore, California.
Services will include program management, utility planning and
engineering, site engineering, industrial engineering, design and
technical data package preparation, construction contract support
services, and construction management services. Projects to be designed
and managed may include an Airframe Facilities Modifications, Naval Air
Maintenance Training (NAMTRA) Facility, Hangar Modifications, Aircraft
Intermediate Maintenance Department (AIMD) Engine Maintenance Shop
Addition, AIMD Armament Shop, and Strike Fighter Weapons School.
Coordination with other projects involved with program management, site
engineering, and construction management may also be required. Multiple
construction bid document packages may be required. Design start and
completion of some of the projects will be staggered and designed
concurrently in a very tight time frame. A separate National
Environmental Policy Act (NEPA) documentation contract may have some
impact on design efforts to be developed under this procurement. The
Construction Project Manager and minimal staff of the selected A/E will
be required to be relocated at NAS Lemoore, CA, during construction
unless otherwise directed by the Contracting Officer. Firm fixed price.
This contract is for a period of one year with six option years. The
maximum amount is $2,000,000 for the basic contract and $2,000,000 for
each option. In the event the Government requires services exceeding
$2,000,000, the option periods may be exercised early. A minimum fee of
$50,000 is guaranteed upon contract award and for each option. If the
selected firm prepares the statement of Government's requirements for
design/build procurements, the firm is prohibited as a competitor durng
the construction procurement phase. The following criteria (listed in
descending order of importance) will be used for selection. In order to
expedite your firm's consideration, the following information shall be
substituted for Blocks 7, 8, 9, and 10 in the SF 255: 1. PROFESSIONAL
QUALIFICATIONS AND SPECIALIZED EXPERIENCE: (a) Relevant technical
and/or managerial qualifications of key individuals. Submit a table
(rows and columns) of the following information for proposed key
individuals: Name, firm name, office location, proposed project
assignment, percent of time to be spent on this contract, highest
education level/discipline (example: BS, mechanical engineering),
states of professional registration, number of years of professional
experience, number of years with the firm. Also, for project
managers/team leaders, identify the number of projects and project size
they have managed over the past five years. (b) Demonstrated recent
experience (within the past five years) of the firm and proposed key
individuals in (1) designing similar projectsto Navy design criteria on
an accelerated schedule within cost controls; (2) program managing (3)
providing construction management services for large multiple
projects; (4) preparing "design-build" documents for solicitations; and
(5) working successfully as a team. Submit a table (rows and columns)
of the most significant recent projects that demonstrate experience
relevant to the proposed work. Indicate how each project is relevant to
the work described herein, which proposed individuals worked on the
project, and their position. Projects shall be in the left column and
individual's names shown across the top row of the table. 2.
PERFORMANCE: (a) Past performance ratings by Government and private
industry with respect to compliance with schedules, work quality, and
cost control. Submit a table listing of all excellent performance
ratings and letters of commendation from both private and DOD clients
(designate your role: prime, subcontractor, or joint venture partner).
These ratings should be dated 1992 orlater and should include those
for joint venture partners and subcontractors. List projects relevant
to the proposed work, managed by the proposed project manager(s), for
which construction has been completed and include the following data:
client's contact and telephone number, design completion date,
construction completion date, client's need date, and percent
differentials between contract award amount and estimated construction
cost (note whether bid or negotiated). (b) Firms Design Quality
Control Plan (DQCP). Submit a concise outline of the firm's DQCP. 3.
CAPACITY: (a) Capacity of the firm to accomplish several large projects
simultaneously on an accelerated schedule. (b) Ability to sustain the
loss of key personnel while accomplishing work within required time
limits. (c) A listing of present business commitments and their
required completion schedules. Submit an organization chart with the
following information: Principal point of contact, project manager,
other proposed key managerial or technicalindividuals, and the name of
at least one alternate for each key individual. Provide a chart or
graph (in number of hours) comparing available capacity in major
technical disciplines with actual commitments for the next 12 months.
4. LOCATION: (a) Knowledge of probable site conditions, materials, and
supplies availability and applicable regulatory requirements. (b)
Ability of the firm to ensure timely response to requests for on-site
support. Annotate the table provided under Element 1 above to indicate
those recent relevant projects accomplished in a geographic area
similar to the proposed work site. 5. SMALL BUSINESS (SB) AND SMALL
DISADVANTAGED BUSINESS (SDB) UTILIZATION: Type of work and dollar
percentage of the work to be accomplished by small business and small
disadvantaged business firms. 6. VOLUME OF WORK: Volume of work
previously awarded by the Department of Defense (DOD) for the past 12
months to the firm with the objective of effecting equitable
distribution of contracts among qualified Architect-Engineer firms,
including minority-owned firms and firms that have not had prior DOD
contracts. DO NOT PROVIDE THIS INFORMATION SINCE THE GOVERNMENT HAS THE
DATA. At the selection interview, A/E firms slated for interviews must
submit their management approach, their specific quality control
process, and a portfolio of design work. For consideration, each firm
shall provide one submittal package to include one original SF 255 and
one original SF 254. The SF 255 with attachments shall be limited to
25 printed pages, 8.5" x 11" with printing not smaller than 12 pitch.
EVERY PAGE OF THE SUBMITTAL (INCLUDING COVER LETTERS AND TABLE OF
CONTENTS) THAT IS NOT A SF 254 WILL BE INCLUDED IN THE PAGE COUNT. Any
page beyond the 25 printed page limit will not be considered by the
Selection Board. The submittal must be received at Building 207, 2nd
Floor, Attention: Deborah Levitan not later than 3:00 P.M., Local Time
at San Bruno, CA, 30 calendar days from the date this announcement
appears in the CBD. Submittals received after this date and time will
not be considered. Include telefax numbers in Block 3a and Contractor
Establishment Code (formerly the DUNS number), Commercial and
Government Entity (CAGE) Codes, if known, and Taxpayer Identification
Number (TIN) in Block 3. Label lower right corner of outside mailing
envelope with "A-E Services, N62474-97-D-1575." This is not a Request
for Proposal (RFP). The design-build packages referred to above are
preliminary design packages which will be used to solicit final
