published on April 22, 1997 and May 8, 1997 are cancelled. This
announcement replaces the two cancelled announcements. Indefinite
Delivery Architect & Engineer services for the 183rd Fighter Wing,
Illinois National Guard, Capital Airport, Springfield, Illinois.
Services will be provided on a required basis. Fees shall not exceed
$300,000 per delivery order with a maximum of $1,500,000 per year. The
contract shall be for one base year with an additional four option
years. Typical projects may include, but not limited to, design of new
facilities, adding to and/or altering existing facilities, repair and
maintenance type projects involving roofs, HVAC systems, electrical
systems, utilities, pavements, surveys, asbestos/lead abatement,
special studies and other small scale projects related to maintaining
and repairing base facilities and infrastructure. Work includes Type A
Investigative Services to conduct preliminary surveys, studies,
information gathering and concept development; Type B Design Services
to develop contract documents, drawing, specifications, and cost
estimates; and Type C Inspection Services during actual project
construction. Significant evaluation factors in order of importance are
(1) Professional Qualifications necessary for satisfactory performance
of required services; (2) Specialized experience and technical
competence in the type of work required; (3) Capacity to accomplish
work within the required time; (4) Past performance on contracts with
Government agencies in private industry in terms of cost control,
quality of work, and compliance with the performance schedules; (5)
Location in the geographical area of the project and knowledge of the
locality of the project; (6) Demonstrated success in prescribing the
use of recovered materials and achieving waste reduction and energy
efficiency in facility design; and (7) Volume of Department of Defense
work in the past 12 months. Responses to this notice received within
30 calendar days following the publication of this announcement shall
be considered. This is not a request. Firms desiring consideration
shall submit Standard Forms 254 and SF 255 to the Base Civil Engineer,
183rd Fighter Wing, Illinois Air National Guard, Springfield, Illinois
