The Defense Special Weapons Agency (DSWA) is seeking technical support regarding vulnerability assessments of hard and deeply buried targets to address the significant unknowns and uncertainties in target layout, weapon delivery, weapon performance, geology and reinforcing structure strength. The Hard Target Defeat Program has the objective to investigate and help develop new weapons and tactics to defeat hard targets. The program will investigate a number of defeat mechanisms including blast, shock, impact and fire as well as the time required to reconstitute the function of a facility that has been attacked using one or a combination of these defeat mechanisms. The uncertainty analyses will be used to understand what weapon characteristics are most useful in "overwhelming" target uncertainty. The analyses will also illustrate the utility in collecting additional information about the target. All contractor personnel will require a DOD security clearance of SECRET.
