703-325-5800 The US Army CECOM Communications-Electronics Command
(CECOM), Night Vision and Electronic Sensors Directorate (NVESD),
Countermine Division intends to acquire Airborne Standoff Minefield
Detection System (ASTAMIDS) Engineering and Manufacturing Development
(EMD) Phase. The ASTAMIDS will be designed for emplacement as a payload
on the Black Hawk UH-60A and the Hunter -- Unmanned Aerial Vehicle
(Hunter-UAV). The ASTAMIDS will provide the user with real-time
intelligence detailing the existence and boundaries of surface
patterned, buried patterned, and surface scatterable mines/minefields,
as well as individual mines on unpaved roads, consisting of metallic
and nonmetallic mines. The ASTAMIDS will operate and be effective
during daytime and nighttime hours. This contract effort is for the
design, hardware development, software development, logistics
development and system integration of the ASTAMIDS and the
manufacturing of prototypes. The EMD ASTAMIDS will consist of: (1) a
sensor, (2) a Minefield Detection Algorithm and Processor (MIDAP), and
(3) support equipment including the Engineering Support Station (ESS)
which defines the prerequisite for hardware, software, and engineering
interfaces. The capabilities of the ASTAMIDS and the integration with
the Black Hawk UH-60 and the Hunter-UAV will be fully demonstrated
through formal testing. The EMD effort will be performed on a Cost-Plus
Incentive-Fee basis. The contract will have a 33-month period of
performance. The contract will include options for production. The
production effort will be performed on a Firm Fixed Price basis. A
Draft Request for Proposal (DRFP) will not be mailed. The draft will be
available on the CECOM ACquisition Center -- Washington Operations

HARD COPIES OF THE DRAFT RFP ARE NOT AVAILABLE. The purpose of the
DRAFT RFP is to solicit industry comments/suggestions. A REquest for
Proposals will be issued after all corrections and addtions have been
made to the DRAFT RFP. A Presolicitation conference is tentatively
scheduled for the third week of June 1997 at Fort Belvoir, Virginia.
