OBJECTIVES VICE THE STANDARD STATEMENT OF WORK AND SPECIFICATION
DEVELOPED BY THE GOVERNMENT. THE CONTRACTOR WILL BE RESPONSIBLE FOR
GENERATING A PERFORMANCE SPECIFICATION, TECHNICAL PROPOSAL AND
NECESSARY DOCUMENTATION (Contract Data Requirements List) TO SUPPORT
THIS EFFORT. The purpose of this synopsis is to identify interested and
qualified sources for the procurement of an EA-6B training device. This
announcement does not constitute a request for proposals. Naval Air
Warfare Center Training Systems Division (NAWCTSD) is considering
procurement of a training device WITH AN ANTICIPATED BUDGET OF
$5,600,000.00. THE EA-6B TRAINER WILL BE UTILIZED AS A FLIGHT TRAINER
WITH ITS PRIMARY FUNCTION BEING A TACTICS TRAINER. The trainer will
provide refresher training to the aircrew of the EA-6B Block 89A
aircraft. The device shall simulate the crew stations of the EA-6B
Block 89A aircraft and will be utilized to train Navy and Marine Corps
pilots and Electronic Countermeasures Officers (ECMOs) in those skills
and techniques involved in EA-6B Block 89A aircraft normal and
emergency modes of operation. IT IS ANTICIPATED THAT A MAJOR PORTION OF
THE EA-6B EFFORT WILL BE IN ELECTRONIC WARFARE SIMULATIONS. The
training device shall provide training to the aircrew to maintain a
high state of proficiency in operating the aircraft and aircraft
subsystems, in executing normal procedures, in recognizing malfunctions
and abnormal indications, in executing corresponding emergency
procedures and in executing mission procedures in a realistic tactical
environment. The training device shall provide for training in
passive, offensive and defensive procedures, tactics and threat
evaluation. Examples of training tasks are instrument flight
procedures, departure/spin procedures, navigation, formation flying,
defensive combat maneuvering, weapons delivery, all modes of Electronic
Countermeasures/ELECTRONIC WARFARE operation and full mission
rehearsal. The training device should provide a means for evaluating
tactical procedures and maneuvers against specific threat environments.
Trainee skills developed should include all systems modes of operation
and proficiency in the use of controls and displays required by the
mission objectives of the EA-6B Block 89A aircraft. The training device
should provide realistic simulation of actual conditions, excluding
motion/vibration, and should link/network with other training devices
for other platforms for coordinated exercises. The training device
shall be located at Marine Corps Air Station, Iwakuni, Japan, and shall
be deployable and operable in standard military vans. The selected
contractor shall be responsible for design, fabrication, integration,
shipping, installation and testing of the device. Training device
simulations shall be compatible with High Level Architecture (HLA).
Commercial and Non-Developmental Items (CANDI) shall be used to the
maximum extent practicable. No Government Furnished Equipment (GFE)
will be provided. The contractor shall provide a complete training
device consisting of hardware, software and interconnections. The
contractor shall also provide a complete Integrated Logistics Support
(ILS) package to include spare, repair and consumable parts,
maintenance tools, test and support equipment, technical and training
documentation, and Contractor Logistics Support (CLS). The applicable
small business size standard is SIC 3699, 750 employees. Contract award
is scheduled for MARCH 1998. Interested sources must respond by MAY 30,
1997 and provide the following information: (1) Whether they qualify as
large, small or small disadvantaged business, and (2) whether the
response to this synopsis is for sub-contracting possibilities or as
prime contractor. In order to be considered a prime contractor offeror,
the firm must submit information on management, engineering and
production capabilities. Responses shall be limited to no more than
FIVE pages. Brochures and marketing materials will not be evaluated.
Information submitted should be pertinent and specific in the technical
area under consideration on each of the following qualifications: (1)
Experience: An outline of projects completed and in progress within the
past five years -- SPECIFICALLY EXPERIENCE IN THE DEVELOPMENT OR DESIGN
OF ELECTRONIC WARFARE SIMULATIONS AND/OR AN EXPLANATION OF HOW
ELECTRONIC WARFARE REQUIREMENTS, FOR WHICH NO IN-HOUSE EXPERIENCE
EXISTS, WILL BE MET. Provide information on specific work performed or
being performed. Provide customer references and information regarding
in-house research and development within the past five years. (2) Key
personnel: Provide the names, experience and professional
qualifications of any personnel who might be assigned to a key
technical or program management position. (3) Facilities: Provide
description and availability of any special facilities required for
performance of this effort. (4) Any other specific and pertinent
information that would enhance consideration and evaluation of the
information submitted. (5) A statement of industrial security clearance

contractor or as a key subcontractor must have current, active
facilities and personnel clearances, as access to classified data will
