for this procurement will require access to sensitive secret documents
and COMSEC information. Foreign contractors and Foreign Ownership,
Control, or Influence (FOCI) contractors cannot have access to
information required for prime contractor performance in this
procurement. This acquisition was previous synopsized in the CBD on
1/13/97 as solicitation N68936-97-R-0088. If your firm requested a copy
of N68936-97-R-0088, you will be placed on the mailing list for
N68936-97-R-0202. This procurement is for Airborne Set, Sensor and
Telemetry Downlink, AN/DSQ-50. The AN/DSQ-50 Airborne Sets shall be
manufactured and qualified in accordance with NAWC Performance
Specification TGT-TAS-035A and NAWC Statement of Work. Technical data
is also required. First Article Testing is required and will not be
waived. The AN/DSQ-50 Airborne Set is used in conjunction with the
AN/GSQ-228 Ground Station to measure miss distance between aerial and
surface targets and a missile or projectile during endgame intercepts.
The AN/DSQ-50 and AN/GSQ-228 together form the AN/USQ-104 Scoring
System. The AN/USQ-104 Scoring System is a non-cooperative scalar
scoring system. The AN/DSQ-50 Airborne Set shall be compatible with the
AN/TSM-195A Test Set (I-Level) and the AN/TSM-196A Test Set (O-Level).
The AN/DSQ-50 Airborne Set has two configurations (encrypted version
and unencrypted version). The encrypted version incorporates an
Encryption Support Package or equivalent circuitry containing the
KGV-68B Encryptor. Both AN/DSQ-50 configurations shall be identical in
form fit and function. The KGV-68B Encryptor shall be removable. The
AN/DSQ-50 includes a telemetry transmitter in both D-Band and E-Band.
The AN/DSQ-50 uses a pulse Doppler radar sensor. Each AN/DSQ-50 shall
be tuned to one of six discrete channels. Center frequencies of the
channels are 2433.077 MHz, 2433.250 MHz, 2433.415 MHz, 2433.585 MHz,
2433.750 MHz and 2433.913 MHz. The basic contract will be for 6 each
First Article Units, 1 lot First Article Testing and 1 lot Data. The
First Article Units and First Article Testing shall be completed no
later than 240 days after contract award. Delivery of First Article
Units shall be no later than 14 days after approval of the First
Article Test Report. The contract will include four options for
production units and data. Each option will be for 100 each Production
Units and l lot Data. Delivery of Option I Production Units shall be
at a minimum rate of 10 each production units per month to commence no
later than 180 days after exercise of Option I. Delivery of Option II,
III and IV Production Units shall be at a minimum rate of 10 each
Production Units per month to commence no later than 30 days after
completion ot the delivery of previous option units or no later than
180 days after exercise of the option which ever is earlier. Delivery
of all units shall be FOB Destination, Naval Air Weapons Station, Point
Mugu, CA. Copies of the specification and statement of work will be
provided with the solicitation, submit written requests to Billy E.
Kilby, Contract Specialist via mail to T&E and Logistics Contracts
Department, NAVAIRWARCENWPNDIV, 521 9th Street, Point Mugu, CA
94042-5001 or via FAX to (805) 989-0561. Requestors are to provide the
following information in their request: Business name and mailing
address, company point of contact, business size, CAGE code, Contractor
code (DUNS #), TIN number, telephone number and FAX number. Foreign
contractors and FOCI contractors shall comply with DOD INST 5220.22-M.
