combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. The announcement constitutes the only solicitation;
proposals/bids are being requested and a written solicitation will not
be issued. This solicitation is being issued as a Request for
Quotation (RFQ) #70466, the provisions and clauses incorporated are
those in effect through Federal Acquisition Circular #90-46. This
solicitation is under the Simplified Acquisition Procedures (SAP) and
is unrestricted. The Standard Industrial Classification Code is 3825.
This will be a Firm-Fixed price contract. The Federal Bureau of
Investigation (FBI) intends to negotiate on a sole source basis with
Telecommunications Techniques Corporation for the following: (1) FDDI
Analyzer -- Multimode, (1) 16 MB to 32 MB Factory Upgrade, (2) Smart
Loopback Command Codes, (2) Caller ID Options, (2) Sonet/DS3 Analyzer
Options, (2) TR-303s. All of the above parts are upgrades to the
Fireberd 500 and T-Berd 224 Communications Analyzers which were
purchased from Telecommunications Techniques Corporation using General
Services Administration Contract number GS-00F-0801A. The purchase is
being done on a sole source basis as upgrades to existing test
equipment. This equipment shall be shipped to the FBI in Quantico, VA.
FOB destination pricing is requested. The proposed contract action is
for supplies and services for which the Government intends to solicit
and negotiate with only one source. Interested parties may identify
their interest and capability to respond to the requirement or submit
proposals. This notice of intent is not for competitive proposals.
However, all proposals received before the closing date of this
synopsis will be considered by the Government. A determination by the
Government not to compete with this proposed contract based upon
responses to this notice is solely within the discretion of the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
procurement. The following FAR clauses are incorporated by reference
and apply to this acquisition: FAR 52.212-4 Contract Terms and
Conditions-Commercial Items (Aug 1996). Each offeror shall include a
completed copy of the FAR provisions at 52.212-3 Offeror Representation
and Certifications (June 1996) with its offer. All proposals shall be
submitted to the address listed on line number seven no later than 4:30
P.M. EST, 6/4/97. All proposals shall be clearly marked with RFQ
#70266. The Point of Contact for all information regarding this
acquisition is Ms. Nancy J. Hill, Contracting Officer, at the address
and phone number listed above. Vendors are hereby notified that if your
proposal is not received by the date/time and at the location specified
in this announcement, that it will be considered late in accordance
with the FAR. Proposals can also be faxed to (202) 324-8031. If no
proposals are received, award will be made to Telecommunications
