Approach Lighting System with Sequenced Flashing Lights (ALSF-2) and
install a GFM 200 kW Engine Generator for back up power on Runway 07L
at the Los Angeles International Airport (LAX), Los Angeles, California
Announcement Number DTFA08-97-R-02933. The Estimated Price Range is
between $500,000 to $700,000. Standard Industrial Code is 1542. Work is
on airport property; aircraft operations take precedence over
construction activity; FAA systems at LAX served by the EG remain
operational during construction. Period of performance: 120 calendar
days. A firm fixed-price contract will be negotiated only with
qualified vendors who may reply building, concrete foundations,
electrical work involving low and medium voltages and control system;
installation of EG, automatic transfer/bypass isolation switch,
installation of auxiliary equipment, testing, installation of GFW 2000
gallons above ground fuel tank, connections to fuel lines and pad
mounted load bank; perform protective coordination study; install
ALSF-2 light system and associated communication and electrical wiring;
perform site development, site grading, trenching, install all
utilities, lighting, drainage, various equipment pads, pavings and
surfacing of access roads and parking area; demolish and remove
existing 07L MALSR, remove and dispose of existing 50 kW EG and
underground fuel tank. All work will be accomplished in strict
accordance with FAA plans and specs. A firm fixed-price contract will
be negotiated only with qualified vendors who may reply to address the

Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
payment, and performance bonds up to 1.0 million per contract. The DOT
provides an 80 percent guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Programs (STLP), at prime interest rates to provide accounts receivable
financing. The maximun line of credit is $500,000. For further
