synopsis in 11 September 1995 commerce business daily issue. This
office intends to issue a Request For Proposal (RFP) number
F41624-97-R-1000 for the development of the Joint Chemical Agent
Detector (JCAD) program on or about 06 June 1997. JCAD is a
multi-service development used for detecting and identifying chemical
warfare (CW) agents in the interiors of aircraft, ships, and vehicles,
provide monitoring of equipment and cargo, and for ground troops in a
pocket-sized configuration. The system must be capable of detecting
and warning personnel when CW agents are present in extremely low
concentrations for the interior configuration. The detectors currently
in the inventory do not meet the sensitivity requirements for
identifying 12 hour meiosis dose-vapor hazards. Award of two contracts
for the fifteen (15) month Cost Plus Fixed Fee (CPFF) Engineering
Manufacturing & Development (EMD) phase I effort are anticipated. Any
resultant contract shall include a provision for a dynamic downselect
to one contract for the phase II EMD effort. The phase II EMD contract
will consist of a Cost Plus Award Fee (CPAF) type contract for a
maximum period of twenty-seven (27) months. The Government anticipates
that the Phase II EMD contractor will be awarded a production

solicitation. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
