R -- IMPLEMENTATION SERVICES FOR EMPPOWERMENT CONTRACTING PROGRAM POC Howard G. Price -- 202/482-4185 The Department of Commerce intends to negotiate only with Mr. William S. Coleman to provide services related to the implementation of the Government's Empowerment Contracting Program. This new program will provide economic growth in distressed urban and rural communities to foster job creation and expand the tax base in struggling communities. This sole source requirement is within the Simplified Acquisition Threshold and is based on 1) Knowledge of and participation in the development of the Empowerment Contracting Program, 2) Past Experience in the development and oversight of new and revised procurement laws and regulations and 3) Past Performance in the development and oversight of new and revised procurement laws and regulations. Interested parties have 10 days from the publication date of this notice to submit their qualifications/capabilities in the areas mentioned above. Such qualifications/capabilities will be used solely for determining whether a sole source procurement exists. Responses received after the 10 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. Oral communications are not acceptable in response to this notice. If no affirmative responses are received within 10 days from the publication of this notice, the Contracting Officer will proceed with the acquisition to Mr. William S. Coleman. See Numbered Note 1.
