Organizations (PVOs) and U.S. not-for-profit organizations to submit
applications for a grant under the Family Planning and Health Activity
(FPH) to be implemented in the Republic of Guinea (Conakry), subject
to the terms of a request for applications (RFA) to be issued as
described below. For-profit organizations may also submit applications,
however they will not be entitled to receive a fee for this activity.
It is anticipated that one or more grants will be awarded for an
initial period of up to five years with possible extensions of the
completion date for up to three additional years. It is estimated that
the total amount available for the 5-year base period will be US $21.5
million. As this will be a results- oriented activity, it is expected
that annual funding will be made based upon the availability of funds
and the achievement of planned results. The goal addressed by the FPH
activity for which a grant or grants are expected to be awarded is
"improved health and reduced fertility of Guinean families." The
objective of the program is increased use of essential family
planning/maternal child health and STI/AIDS-prevention services,
products and practices to be achieved under four intermediate results,
namely: 1) increased access to FP/MCH and STI/AIDS-prevention services
and products, 2) improved quality of FP/MCH and STI/AIDS-prevention
services and products, 3) increased demand and behavior favoring use of
FP/MCH and STI/AIDS-prevention services, products, and practices, and
4) more effective response among donors, government, community
organizations, NGOs, and the private sector in addressing critical
health constraints. All questions related to this notice and requests
for a copy of the RFA must be addressed in writing, by letter, fax or
e-mail to the Grant Officer at the address stated above. Specify the
RFA requested, and include your complete firm name, street address,
telephone and fax no. and internet address, if one is available. No
telephone requestswill be honored. The issuance date of the RFA is
expected to be approximately fifteen (15) days from the date of
publication of this notice. The closing date for submission of
proposals will be approximately forty five (45) days from the actual
issuance date, and will be specified in the RFA. The preferred method
of distribution of USAID procurement information is via the Internet or
by request of a solicitation on a 3.5" floppy disk (Wordperfect 5.1/5.2

Web Site. The RFA, once issued, can be downloaded from the Agency Web
Site. The Worldwide Web address is http://www.info.usaid.gov. Select
Business and Procurement Opportunities from the home page, then "USAID
Procurement." On the following screen, select "Download Available
USAID Solicitations." The RFA can also be downloaded via Anonymous File
Transfer Protocol (FTP). The FTP address is FTP.INFO.USAID.GOV. Logon
using the user identification of "anonymous" and the password is your
e-mail address. Look under the following directory for the RFA:
pub/OP/RFA/62497004/62497004.rfa. Receipt of this RFA through INTERNET
must be confirmed by written notification to the contact person noted
