The United States Postal Service is soliciting proposals to furnish facilities to be constructed or existing space to be improved to be leased at a specified terms and annual rental. The site offered should be within the area specified below, have adequate transportation access and must meet or exceed any specific requirements stated in the solicitation package. If the proposal is submitted by an agent for the owner, evidence of the agent's exclusive authority to make the offer must be submitted. An Environmental Assessment will be performed by the USPS. Any existing Environmental information should be submitted with offers. Preferred Area: With the intersection of I-75 as center point; then 10 miles to the North; 8 miles to South; 1 mile to East and 1 mile to West. Properties on either side of boundary roads will be considered. Building: Net Interior: 100,000 s.f.; Paved Pkg./Maneuvering: 300,000 s.f.; Platform Areas: 15,000 s.f. Site: Minimum 13 acres. The Offeror must own or control site and/or building. Said control must be in writing for minimum 180 days. Property must be properly zoned or capable of being rezoned without delay of construction to permit use for postal facility. Lease: Offeror may offer lease proposal based on either 15-year base term with three 5-year renewal options or 20-year base term with two 5-year renewal options, or both. The lease will contain an Option to Purchase Rider giving USPS the right to purchase. Construction: Concept specifications, with drawings, design guidelines, and related material, are included in the proposal package. The USPS lease will contain a construction rider requiring the successful offeror to hire a licensed Architect-Engineer for completion of design and construction documents, studies, analyses, and specifications needed to satisfy facility requirements. Issue date for this project is May 20, 1997, and offer due date is July 3, 1997. Performance Time is 280 calendar days from receipt of Notice to Proceed. A Preproposal Conference is scheduled for Friday, June 13, 1997, at 1 p.m., Holiday Inn Conference Center; 3590 Riverside Drive; Macon, GA.. Attendance is not mandatory, but is strongly encouraged.
