synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulation (FAR) Subpart 12.6,
as supplemented with additional information included in this notice.
The announcement constitutes the only solicitation; bids are being
requested and a written solicitation will not be issued -- This
solicitation is being issued as a Request For Quotation (RFQ) #70318.
The solicitation document, incorporated provisions and clauses are
those in effect through FAC 90-46. This solicitation is under the
Simplified Acquisition Procedures (SAP) for Small Business- Small
Purchase Set-Aside -- The Standard Industrial Classification Code is
8243, The Small Business threshold $5 Million -- The FBI has a
requirement for the instructional services of an independent contractor
to teach Fundamental Computer Hardware Configuration. Due to the
limited in-house classroom availability, training must occur between
6/2/97 thru 6/06/97 at the Federal Law Enforcement Training Center
(FLETC) Glynco, Georgia. There will be two sessions of two days each.
Each session of this course will address fundamental computer hardware
configuration and related problems. Each session will consist of
sixteen hours over a two-day period. Each session will address
twenty-five students for a total of fifty students. Instruction hours
will be allocated in the following matter: (1) Three class hours of
general microcomputer technical issues including: Hardware/Firmware/
Software interaction overview, Memory Management overview. Video
standards overview. Technical review of computer system to Adapter
relationship including I/O, IRQ, and DMA interactions. Boot Process
overview and general troubleshooting procedures. (2) Three class hours
of standalone microcomputer storage system hardware identification,
installation, configuration, assembly, CMOS settings, and maintenance,
including hands on storage system integration/installation. (3) Four
class hours of detailed MS-DOS disk logical construction, including
detailed analysis and corrective procedures for MSDOS Master Boot
Record, Volume Boot Record, File Allocation Tables, and Directory
system problems. Student hand on required. (4) Six class hour of
detailed Directory-FAT interaction including "automatic" undeletion
(directory entry not overwritten), manual undeletion (directory entry
overwritten), manual undeletion (directory entry overwritten,
fragmented file), "automatic" unformatting (with FAT/Directory mirror
image available) data recovery commercial practice procedures, data
recovery tools, and techniques. This section will include at least two
hands on labs. Vendor will provide the following: Text/Reference books
for students: UPGRADING & REPAIRING PCS,6th Edition, How Multimedia PCS
Work, W/CDROM, RUNNING MSDOS 6.22, and POCKET PC REFERENCE GUIDE.
Hardware and Disk diagnostic software: MICRO HOUSE TECHNICAL LIBRARY ON
CDROM(Complete but not quarterly update) Technical Texts; Training
Handouts, Diskettes and other material required for labs. Vendor will
be responsible for own transportation, lodging, meals and other
expenses relating to travel to FLETC. The provision at 52.212-2 (OCT
1995), Evaluation -- Commercial Items applies to this acquisition (Best
Value). The evaluation factors are:(1) Technical factors and
instructional expertise. The number of years teaching software/hardware
and data recovery. Experience teaching law enforcement forensic
personnel. Teaching computer classes. (2) Past Performance. (3)
Professional presentation abilities. (4) Price. All bids shall be
clearly marked with RFQ#70318 -- Each offeror shall include a complete
copy of the provision at FAR 52.212-3 (JAN 1997), Offeror
Representations and certifications- Commercial Item (OCT 1995) with its
quote. FAR 52.212-4 Contract Terms and Conditions -- Commercial Items
(MAY 1997) also applies to this acquisition. All bids shall be
