Specialist, 011-81-3117-63-8836 SELECTION CRITERIA: Criteria "a through
e" are primary selection criteria and "F-H" are secondary ones and are
utilized as "tie-breakers" among technically equal firms when
required: (a) Qualified professional personnel in the following
disciplines: Master planning, Coastal Engineering, Environmental
Engineering, Cost Engineering, Surveying and Mapping, Civil
Engineering, Architecture, Structural Engineering, Mechanical
Engineering, Fire protection Engineering, Electrical Enginerring, and
Communication Engineering. (b) Specialized experience and technical
competence in: (1) Preparation of master planning documents, to include
port & habor planning, cargo handling operations, newspaper printing
and overall city planning, developmental of design drawings and
sepcifications, and cost estimates for U.S. military facility
construction. (2) Familiarity and experience in Master planning in
habors/military installations, U.S. and HN funded construction program
with emphasis on Host Nation program, including Operation &
Maintenance, Military Construction and Facilities Improvement Program
projects. Familiarity and experience with the current versions of the
Overseas Environmental Baseline Guideline Documents, the DoD Japan
Environmental Governing Standards, and future trends and directions of
changes/updates of these environmental standards. (3) Knowledge of
construction cost estimating for the local area conditions. Areas
include Army installations on Honshu such as Tokyo, Yokohama,
Kure/Hiroshima areas, and Okinawa also. (4) Ability to understand
spoken and written Japanese language. (c) Capacity to accomplish the
work. (d) Past performance on DoD and other contracts with respect to
quality of work, cost control and compliance with performance
schedules. (e) Knowledge of the project locality. (f) Geographic
proximity of the firm in relation to the location of project. (g)
Demonstrated success in prescribing the use of recovered materials and
achieving waste reduction and energy efficiency in facility flanning
and design. (h) Volume of work awarded to the firm in the last 12
months, with the object of affecting an equitable distribution of DoD
A-E contracts among qualified Architect-Engineers. Stand Forms 254 and
255 are due June 2, 1997 by 1400 hours Japanese Standard Time. Request
for Proposal Number DACA79-97-R-0006 will be utilized to solicit a
proposal from the selected firm. This is not a request for proposal .
