simplified design work to accomplish maintenance, repair, and minor
construction work at Hill AFB and associated sites. Two contracts will
be awarded, one awarded based on full and open competition and one
awarded based on competition restricted to local 8(a) businesses. The
contracts resulting from this solicitation will be indefinite
delivery-indefinite quantity type contracts and will provide a basic
contract period of one year with four one-year options. Construction
projects will be ordered from the contractors by individual delivery
orders issued on an as-needed basis. It is anticipated complex projects
will be competed between the two contractors for award and non-complex
projects will be awarded on a rotating basis. Pricing will be base on
the RS Means Building Construction Cost Book. The contractor will be
required to maintain a management office on Hill AFB in order to
receive delivery orders and provide other management services related
to accomplishing individual jobs. Individual jobs will vary in size and
complexity. The jobs will include tasks in a variety of trades,
including carpentry, road repair, roofing, excavating, interior
electrical, steam fitting, plumbing, sheet metal, painting, demolition,
concrete masonry, and welding. The contracts will guarantee a minimum
of $500,000 in orders and set a maximum of $20,000,000 in orders per
year. A proposal guarantee of $500,000 will be required. The successful
offerors will be required to provide a payment bond of $1M and a
performance bond of $2M after award of contract. Requests for a copy of
the solicitation must be received by 11 Jun 97 to ensure they will be
honored. Estimated: More than $10,000,000.00 ($10 M) Performance
Period: 365 days The approximate issue/response date will be 04 Jun 97.
No telephone requests. Only written or faxed requests received directly
from the requestor are acceptable. All responsible sources solicited
may submit a bid, proposal, or quotation which shall be considered.
Requestfor copies of solicitations must reference the entire
solicitation number, including purchasing office identification number.
To expedite your request, limit the number of individual solicitation
numbers requested per letter to not more than 10. Don't request
information on this requirement until after the issue date. An
Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor, concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
