The US Air Forces in Europe invites proposals for the construction of a total of 1000 housing units (500 units near Aviano Air Base, Italy and 500 units near RAFs Lakenheath/Mildenhall, UK) for long term (10 year) lease by the US Air Force. 2. Two separate solicitations will be issued for housing in each country. In both solicitations, the Air Force desires proposals for a variety of estates in different communities within a maximum of a 35 minute (for Italy) and 45 minute (for UK) commute of the air base. Each estate should contain approximately 25 to 75 (for Italy) or 50 to 100 (for UK) housing units and be convenient to local community services and amenities. 3. Proposals will be evaluated on an estate-by-estate basis with awards made to offerors tendering the best value to the US Air Force. Proposals comprising a single estate are permissible. Multiple awards to various offerors for each source selection may be required to satisfy the entire requirement. Proposals must contain proof of guaranteed financing and preliminary planning permission for the site to be developed. 4. Request for Proposal (RFP) packages (one for Italy and one for the UK) containing complete terms and conditions, as well as a lease template for the 10-year lease term, will be available on or after 26 May 97. RFP packages can be provided by mail, electronic mail, or may be picked up in person at the Aviano or RAF Lakenheath Housing Offices. 5. Pre-proposal conferences will be held on 12 Jun 97 at RAF Lakenheath and 19 Jun 97 at Aviano Air Base. Initial proposals will be due 15 Jul 97 for the solicitation for RAF Lakenheath and 12 Aug 97 for the solicitation for Aviano Air Base. 6. Offerors are encouraged to make requests by fax. 7.
