COMMERCE BUSINESS DAILY ISSUE OF MAY 16,1997 PSA#1847Assistant Commander For Contracts, Naval Air Systems Command, Air 2.5.3
Bldg 3189 Unit 8, Naval Air Station, Patuxent River, MD 20670-5449 R -- ENGINEERING SERVICES SOL N00019-97-R-0033 DUE 080797 POC Contract
Specialist -- Alfred Kaufman 301-342-3664, Contracting Officer -- M.C.
Harrison 301-342-3664 Engineering services to perform a full scale
fatigue test of the C-2A(R) outer wing panel with flight, ground and
thermal compressive loads applied utilizing a Navy supplied outer wing
panel. The outer wing panels experience compressive strains due to the
temperature gradients induced by the impingement of engine exhaust on
the lower surface with wings in the folded position. The thermal
compressive strains would be applied by duplicating the actual
isotherms and strain measurements. Test flight and ground conditions as
well as isotherms and thermal strain measurements will be provided by
the Navy. The task will include test setup, conducting the test, data
measurement, periodic non-destructive testing inspection, recording,
reporting and partial desassembly of the outer wing panel with
metallurgical evaluation of approximately 10,000 hole layers of the
test article to inspect for anomalies. Testing of 6,250 equivalent
flight hours is required and testing to 15,000 equivalent flight hours
is desired. The effort requires the ability to maintain aircraft
configuration, and to enhance and repair the outer wing panel in order
to meet its target fatigue life. The contract is to negotiated with
Northrop Grumman, Grumman Aerospace Corproation, Bethpage, New York
pursuant to FAR 6.302-1, only one responsible source. See Numbered note
