E-MAIL: Frances B. Davidson, fdavidso@ems.jsc.nasa.gov. NASA/JSC plans to issue a Request for Offers for "Rehabilitation of Site Utilities -- Various Buildings". This procurement is part of the Small Business Competitiveness Demonstration Program and is being conducted using the NASA MidRange procedures. This procurement is open to both large and small business and ranges between $500,000 and $1,000,000. The Standard Industrial Classification Code for this procurement is 1711. This project provides for the removal and replacement of water mains in the potable water systems between the block valves and mechanical rooms. Hot water generators, converters, and storage tanks will also be removed and replaced. Double check valves shall be installed on the fire water lines inside the mechanical equipment rooms. The buildings identified for this project are: Buildings 3,5,16,16A and 35. Building 3 is critical for continuous service of hot and cold water, work shall be performed and completed over the weekend. Due to the on going occupancy of the buildings, the Contractor shall take due considerations to lessen disruption to the building and its occupants. This may include some night shift and/or weekend construction, installing systems in stages, and any other practical considerations required to ensure building operations are not excessively interfered with. The buildings contain asbestos. This will require the contractor to perform spot asbestos abatement, on the ceiling decking and structural members to install piping and conduit hangers. The insulation on the hot water and steam piping and heating equipment also has asbestos containing material (ACM). Precautions against asbestos contamination shall be implemented as indicated in the JSC Asbestos Control Manual. The construction contractor will be given 360 calendar days to complete the project. The anticipated release date of the RFO is on or about May 19, 1997, with an anticipated offer closing date of on or about June 25, 1997. The firm date for receipt of offers will be stated in the RFO. The specifications and drawings must be purchased from Ridgway's, Inc., Attn: Kelly Logan, 5711 Hillcroft, Houston, TX 77036. Responsible sources may submit a proposal which shall be considered by the agency. This procurement shall be conducted utilizing Best Value Selection (BVS), which seeks to select an offer based on the best combination of price and qualitative merit of the offers submitted.
