/ Engineering services for Project No. 620-97-110, Replace Oil Tanks,
at the F.D.R. VA Hospital, Montrose, New York. Services include but
are not limited to preparation of preliminary and working drawings,
specifications, cost estimates and site visits during design period and
construction period. This project entails designs and specifications to
facilitate the removal and disposal of seven ( 7 ) existing, steel /
carbon steel, underground petroleum bulk storage tanks, varying in
size, product stored and age of tank; and replacement with new tanks,
which shall be of fiberglass -- reinforced plastic, cathodically --
protected steel, or steel clad with fiberglass -- reinforced plastic
construction. New tanks may be of double -- wall construction.
Replacement includes all piping and connections. New piping shall be
fiberglass reinforced plastic or cathodically -- protected steel or
iron. Design consideration may be given to replacing the underground
bulk storage tanks with aboveground tanks, of acceptable construction
and with appropriate secondary containment and leak -- detection
monitoring systems. All new tanks shall have appropriate secondary leak
-- containment systems as well as leak -- detection monitoring systems
incorporated. All proposed new tanks and piping systems shall be in
full compliance with all applicable Local, State and Federal codes,
guidelines and regulations. All submitted written documents shall be
compatible with Microsoft Word for Windows 95, Version 7.0. All
submitted drawings shall be compatible with AutoCad Release 13.
Architectural / Engineering firms applying for the design portion of
this project shall submit Standard Forms 254 and 255 as a basis for
preliminary evaluation. From all forms submitted, three ( 3 ) to five
( 5 ) A / E firms will be selected for interviews. Selection criteria
will include but is not limited to the following : 1. Professional
qualifications and disciplines of staff proposed for satisfactory
performance of required services. 2. Examples of specialized experience
and technical competence in the various disciplines required for the
specific project. 3. Examples of project schedule control and cost
control capabilities, showing ability to accomplish work within the
allotted time frame and within budget. 4. Past experience and
performance on Government contracts, especially volume and type of VA
work performed in the past five ( 5 ) years. 5. Qualifications and
performance of sub-consultants proposed for this project. 6. Geographic
location of the principal firm or working office, including locations
of sub-consultants, providing professional services. Area of
consideration is restricted to firms located within a seventy-five ( 75
) mile radius of the F. D. R. VA Hospital. 7. Firms desiring
consideration for this project must be able to provide drawings on
AutoCad Release 13 and specifications on Microsoft Word for Windows 95,
Version 7.0, or compatible packages. The estimated construction cost
range is between $250,00.00 and $500,000.00. Design completion time is
140 days from award. Firms desiring consideration shall submit
Standard Forms 254 and 255 no later than COB June 16, 1997. This is not
an RFP. Solicitation No. 620-97-110. Award is subject to availability
