The Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent
River, Maryland is tasked to perform Human Systems Engineering
analysis, development, and integration of warfare systems into Naval
Aircraft. NAWCAD has human systems engineering responsibility for all
Navy and Marine Corp programs. The Human Systems Engineering Division
has a requirement for technical services to complete its mission to
conduct human systems engineering on, develop, test and evaluate the
human systems aspects of new and modified airborne weapon systems and
to operate its' laboratory facilities. The Human Systems Engineering
services are also required to support in-house expertise and the
various aircraft initiatives such as Crew Accommodation,
Control/Display Integration, Information Engineering, Internal/External
Aircraft Lighting, Cockpit Transparencies, Crew-System Performance,
Design for Maintainer, Shipboard Workstations and Spaces, Night Vision
Devices (NVDs), NVD-Compatible Lighting, Helmet Mounted Displays,
LaserEye Protection, Mission Rehearsal (Active & Passive),
studies/evaluations in mockups and simulators, and UAV Control
Stations. The facilities include the Crew-Systems Integration
Laboratory (CSIL), the Advanced Crewstation Technology Laboratory
(ACTL), the Man Machine Integration Lab (MMIL), Human Factors Night
Combat Laboratory (HFNCL), Crew Systems Transparency and Lighting
Laboratory (CSTLL) and the Environmental Physiology Laboratory. It is
anticipated that a Cost Plus Fixed Fee level of effort contract will be
awarded for a base period of performance commencing 1 January 1998
through 30 September 1998, with five additional option periods. The
estimated level of effort is approximately 66,500 hours for the base
period, with an additional 240,600 hours for the option periods. This
unrestricted solicitation has a planned release date of July 1997. The
