The proposed effort requires the production of forty-four (44) each RT-1175B/GSQ, Radio Repeater P/O the Improved Remotely Monitored Battlefield Sensor System (I-REMBASS). In addition, Software and an enhancement Engineering Change Proposal (ECP) will be acquired. This acquisition does not meet the definition of Commercial Items as set forth in FAR Part 2.101. A proposed modification to existing I-REMBASS production contract DAAB07-91-C-M360 will satisfy the requirements of this procurement. Negotiations will be conducted with Lockheed Martin, Government Communications Systems, Camden, New Jersey on a sole source basis under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(ii). No other source has demonstrated the capability of meeting the government's requirement. The items being procured under this acquisition must be compatible in form, fit and function with existing I-REMBASS equipment. All responsible sources may submit a proposal which will be considered by the agency. See numbered note(s)...22 and 26. The U.S. Army Communications Electronics Command (CECOM) has established an Electronic Bulletin Board (EBB) to provide electronic transmittal of Request for Proposals (RFPs) and Invitations for Bids (IFBs) from Government to Industry. All interested parties wishing to do business with CECOM are invited to access, operate, send and receive data from the CECOM EBB system. To become a user of the EBB, you will need an identification code and password in addition to a computer terminal equipped with the necessary hardware and software to interface with the EBB system. A user's identification code and password will be issued upon request along with instructions for downloading the EBB User's Manual.
