synopsis solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. Solicitation 53SBNB760126 is issued as
a Request for Quotation. This is a sole source procurement with
Coherent Laser Group because it is the only source producing lasers
with the ability to automatically align itself from a non-lasing
condition and to optimize its optical alignment to obtain the highest
output power. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-45.
This action is being done under Simplified Acquisition Procedures. The
Standard Industrial Classification (SIC) code is 3826. The small
business size standard is 500 employees. CLIN 0001 is for one each
Visible/Ultraviolet Argon Ion Laser System with Heat Exchanger Coherent
Innova Sabre 25/5 consisting of the following specifications: Required
output powers (TEM 00 mode): All lines visible, 25.0 watts; Single
line 514.5 nanometers, 10.0 watts; Single line 488.0 nanometers, 8.0
watts; All lines Ultraviolet, 5.0 watts; Power stability: Plus or Minus
1.0 percent over 8 hours; Optical noise: 0.2 percent Root Mean Square;
Beam diameter: 1.9 millimeters; Beam divergence: less than 0.4
milliradians full angle; Pointing stability per Degree Celsius: less
than five microradians angular deviation and less than three
micrometers offset; Warm-up time to achieve these specifications less
than 30 minutes; Plasma tube is to be of metal disk/ceramic envelope
construction; System is to provide for automatic argon pressure
monitoring and filling to maintain optimum plasma tube pressure; An
electrical power requirement not to exceed 70 amps, 480 Volts, 3 phase;
System is to include a closed loop heat exchanger capable of
transferring 60 Kilowatts of heat from the laser and power supply to
the laboratory chilled water system. The heat exchanger is to be
interfaced to the laser system and must shut down the laser in the
event water flow, temperature, or resistivity varies beyond allowable
tolerances; System is to be supplied with a remote control module
providing all controls and status displays necessary to operate the
laser and heat exchanger; Laser shall be able to automatically align
itself to a lasing condition without user intervention. It shall be
able to align both cavity mirrors to achieve optimum output power and
minimum noise; Laser shall be able to automatically tune to individual
lasing lines as directed from the control module; Laser shall monitor
its transverse mode and be capable of automatically setting its
intracavity aperture to obtain TEM 00 operation at the highest
attainable output power; Vendor shall provide a warranty covering parts
and labor for at least 18 months or 2000 hours which ever comes first.

within 45 days after contract award. Inspection and acceptance will be
at destination. The provision at FAR 52-212-1, Instructions to
Offerors -- Commercial Items are applicable to this acquisition. The
clause at FAR 52.212-4, Contract Terms and Conditions- Commercial
Items, and the clause at FAR 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders- Commercial Items,
apply to this acquisition. Evaluation of Commercial Items: The
Government will award to the responsible bidder offering the lowest
priced technically acceptable offer. Coherent Laser Group must submit
unit and extended price for all requested items, prompt payment terms,
past performance information, product literature, and a completed copy
of the provision at FAR 52-212-3, Offer Representations and
Certifications- Commercial Items (available at
www.nist.gov/admin/od/contract/contract.htm), with their quotation.
Pursuant to FAR 52.212-5, Contract Terms and Conditions required to
ImplementStatutes or Executive Orders- Commercial Items, the following
FAR clauses are hereby incorporated by reference: 52.222-26, Equal
