This acquisition is unrestricted and will be a source selection contract. The work includes but is not limited to removal and replacement of roof shingles, storm windows, doors, gutters and downspouts. It also includes the installation of vinyl siding and insulation, rebuilding carports, misc building and landscaping. All work to be accomplished within the Melville Housing Area of the Newport Naval Complex. The following will be the factors used in evaluating bidders for source selection. The weights of each description will be established when the Information for Proposal package is issued. The factors are: (1) Price, (2) Schedule, (3) Plan to not disturb housing occupants, (4) Lead and asbestos abatement plans, (5) Safety plan, (6) Material submittals, (7) References and (8) Past experience. The Government has a maximum of $1.6 million for this project. The SIC code is 1521/1522. The proposed contract is subject to evaluation criteria set forth in DFAR 252.219-7008 -- Notice of Evaluation Preference for Small Disadvantage Business Concerns -- Construction Acquisitions -- Test Program (APR 1996).
