Rich Hague, 503-273-5210 The Portland VA Medical Center requires
commercially available managerial assessment services based on the
findings of an existing organizational and functional analysis. These
service will be for an estimated 5 to 6 mid and top level management
individuals and shall include developmental plans both for these
individuals and as an organization. Specifically, new leadership in the
area is being identified and through the process of this change this
person's abilities shall be developed as well as mid level support
staff. Development plans will be identified and implemented to
strengthen cohesiveness, communication and leadership within the
organization as well as the overall goals and missions of the Medical
Center. The goal of the contractor is to allow for the group to
function in an effective and efficient method and strengthen the newly
developed management team through this process of change. Offerors are
invited to submit a task oriented timeline demonstrating the
methodology and technical approach being suggested. Contractor shall
demonstrate in their proposed testing materials that will be used to
evaluate the current managerial skills and provide support and
assistance for individual development. Awarded contractor shall be
required to facilitate the development of the strategic direction and
provide an environment that allows for the meshing of the capabilities
and best utilizing styles of the management team. Individual
development plans shall be identified and contractor shall support and
provide coaching, develop skills to work towards the goals of the
organization. Individuals participating in this program shall be
required to continue duties as is required and therefore support shall
be required in a method that minimally disrupts work flow in their
work environment. Contractor shall demonstrate their ability to assess
both individual abilities as well as those of the group and develop a
plan that optimally meets their needs. Contractor shall work in
partnership with the senior level Medical Center management team to
ensure that the goals of the individual group are within the scope of
the direction of the Medical Center. Contractor shall be required to
report progress and provide both group and individual assessments to
senior level Medical Center Management Center. Contractor is to provide
a results based outcome narrative for the anticipated expectations of
services provided. Contractor must provide a minimum of three
references, with full description of task, results and charges
associated with service rendered for like services offered. Offeror
shall demonstrate the ability to confidentially and tactfully make the
appropriate suggestions. A contract shall be awarded should funds be
available that has been determined to be for the best value to the
Government. In the evaluation of the proposals received the following
factors shall be considered for evaluation purposes. 1) Description of
service and support that shall be provided demonstrating both
abilities to perform the required tasks and work in partnership with
senior level management. Offerors shall clearly identify the
timeline/associated tasks and methodologies that will be utilized to
perform the required assessment and development that is required. 2)
Past Performance. 3) On site availability. 4) Cost/Price. The
contractors that appear to provide acceptable technical approaches
shall be invited into the Portland VA Medical Center for an interview
to be performed by our technical team. During the interview any changes
to the submission will be requested to be included in writing after the
interview and if selected will become incorporated into our pursuing
contract. All costs for the interview process shall be borne by the
offerors and shall not be reimbursed by the VA Medical Center. All

8742. Cost range for this project is estimated between $25,000 and
$100,000 and reserved for small emerging business. A small emerging
business is determined with average annual receipts over the past 3
