This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format stated in the Federal
Acquisition Regulations (FAR), Subpart 12.6, as supplemented by the
additional information included within this notice. This announcement
constitutes the only solicitation and a written solicitaiton will not
be issued. Proposals are being requested pursuant to this announcement
only which is the RFP. All responses shall reference Soloicitation No.
52-PBPT-7-00004. This solicitation incorporates all required provisions
and clauses in effect through Federal Acquisition Circular 90-39, as if
stated in full text. Proposals shall include the representations and
certifications stated in FAR 52.212-3. The Standard Industrial
Classification Code for this procurement is 7372. This procurement will
result in a firm fixed priced (FFP) contract. A description of the
supplies/services to be acquired are as follows: A software product
(the Integrated Patent Search Systems Software (IPSS)) thatwill reside
on a Web Server and will interface with the already deployed Automated
Patent System (APS) infrastructure including PTOnet, Text Search
(Messenger), Classified Search and Image Retrieval, and desktop
workstations. It will also provide access to classification data, an
external data base of classification definitions, and some office
automation functionality. Deployment of the IPSS will provide all
patent examiners and public users with the ability to retrieve patent
text data, patent image data, and classification data from their
desktop workstations or PC's. The United States Patent and Trademark
Office (USPTO) intends to obtain an IPSS Software License for unlimited
use within the USPTO, the Patent and Trademark Depository Library
network, and for the Trilateral Partners such as the European Patent
Office and the Japanese Patent Office. Operational, maintenance and
enhancement support will be acquired on a Time and Materials basis for
a period of three years from contract award covering the IPSS
Software. The items to be procured are: Item 0001 Integrated Patent
Search System Software License ; and Item 0002 Operational Support for
the Integrated Patent Search System Software License. A contract award
will include FAR 52.212.-4 Contract Terms and Conditions -- Commercial
Items and 52.212-5 Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items. Proposals shall
include pricing for all Items as shown above. All proposals are due on
May 27, 1997, no later than 3:00 PM Eastern Daylight Time (EDT) and
