Children and Families (ACF), Office of Planning, Research and
Evaluation (OPRE)is announcing a project entitled "National Study of
Low Income Child Care" which has a threefold requirement: 1)To develop
a better understanding of the recent changes and implementation issues
in the use of subsidized child care brought about by the Child Care and
Development Block Grant Fund and other provisions of the Personal
Responsibility and Work Opportunity Reconciliation Act (PRWORA); 2)To
examine children's developmental experiences in "informal"
license-exempt family care and other care arrangements, and the role of
this care in helping poor and near poor parents manage the competing
demands of child care and work; and 3)To adapt and document the study
instruments and methodology, so that they can be used directly by
states and others in their work with communities and in analyzing
subsidized child care as it emerges. The anticipated period of
performance for this study is five (5) years grouped into three (3)
phases to be funded in twelve (12) month increments. Interested parties
should request RFP 105-97-8101. All requests shall be submitted in
writing, no telephone requests will be honored. The anticipated RFP
release date will be on or about May 29, 1997. All responsible sources
