(LMES), acting under its Prime Contract with the United States
Department of Energy (DOE) facilitates procurements on behalf of
Lockheed Martin Energy Research Corporation (LMER), whom manages the
Oak Ridge National Laboratory (ORNL) for the DOE, operating under its
Prime Contract with the DOE, by virtue of a Memorandum of Understanding
effective January 1, 1996, between LMES and LMER. Under an interagency
agreement, ORNL is assisting the Federal Highway Administration (FHWA)
with the technical management of the Intelligent Transportation
Infrastructure Deployment Analysis System (IDAS) initiative. The intent
of this notice is to seek expressions of interest and expertise from
outside of ORNL to ensure the successful and timely completion of all
identified research and development (R&D) activities. The contractor
will develop and test IDAS, envisioned as a sketch-planning analysis
capability to support near-term intelligent transportation
infrastructure deployment analysis and evaluation. IDAS is being
developed for use by Regional and Metropolitan Planning Organizations
(MPOs) in support of their deployment of Intellectual Transportation
Systems (ITS) services both on existing transportation infrastructure
and emerging intelligent transportation infrastructure. The system will
provide capabilities to 1) specify transportation infrastructure
improvements including intelligent transportation systems in
transportation planning networks, 2) analyze the impacts of
transportation infrastructure improvement alternatives, 3) provide
life-cycle cost estimates, and 4) compare the results of alternative
ITS deployment scenarios -- as alternatives to and/or enhancements of
traditional highway and transit infrastructure investment options. IDAS
will be developed in stages ('system builds'). At each build a defined
level of system functionality will be delivered which can be tested.
Each build incrementally adds functions until the final build which
constitutes the entire system. It is estimated that the contractor will
develop two builds of the system under the proposed effort. The
contractor will perform a review of relevant literature; determine the
capabilities required and constraints associated with IDAS and develop
a set of detailed and tractable functional and technical requirements;
develop system design and interfaces; develop two builds of IDAS based
on an ORNL approved design; identify and select four MPOs for testing
and evaluation of IDAS; develop test and evaluation plans; develop test
data sets; conduct tests according to ORNL approved plans; demonstrate
the first build of system to ORNL/FHWA at sponsored
briefings/workshop; conduct user evaluations at three MPOs (ORNL
approved) using a case study approach; enhance and improve the system
based on user-evaluations; prepare technical and program documentation
of IDAS; deliver distributable source and executable codes to ORNL;
attend quarterly progress review meetings; and prepare a draft final
report with a description of all work performed; and prepare a final
report based on the ORNL's comments concerning the draft report. The
anticipated duration of the project is 24 months. ORNL estimates of the
level of effort is 150 person-months of professional/technical staff.
The following disciplines and/or expertise are believed to be necessary
for the successful completion of this project: Transportation Planning;
Traffic Engineering; ITS; Computer Programming; Decision-Support
Systems; Operations Research; Economic Analysis; Project Evaluations;
and Geographic Information Systems. The expected release of Request for
Proposals to interested organizations is June 16, 1997, closing a month
