Crawford/Contracting Officer, Janet Buyson. DESCRIPTION OF WORK -- This
is a Source Selection negotiated procurement. Sources sought to
demolish existing and construct a new North Light Pier at San Clemente
Island, California, complete and ready for use. Work includes, but is
not limited to, depression of 250 mm fuel line, demolition of existing
timber, steel and concrete pier, construction of steel piles, steel
pile caps and concrete deck which includes cable trays and catwalk
access to water, grading, armor rock removal and replacement, concrete
paving, fresh water supply, furnish and install oil water separator,
lighting and power supply, furnish and install 4.54 metric ton jib boom
crane, diving platform with ladders and arch type fenders, and
additional related work. The site is located on an island approximately
75 miles northwest of San Diego, California. Contract performance
period is 456 calendar days. The contract is to be awarded to the
responsible offeror who submits the proposal considered most
advantageous to the Government considering "Price" and "Technical"
evaluation factors. The following evaluation criteria have been
established: Factor 1 (Price) and Factor (2) Technical are equal.
Within the "Technical" factor, the following subfactors are listed in
the order of their importance: Subfactor (1) Construction Execution
Plan, Subfactor (2) Corporate Experience, Subfactor (3) Subcontracting
Effort. One project site visit (via Government air transport from Bldg
700 Air Terminal NASNI) is scheduled for 28 May 1997. Limited seating
on the aircraft requires that interested offerors reserve space
(maximum two [2] seats per offeror) with ENS Karsten Koch
(619-545-2134) no later than 21 May 1997. A non-refundable $150.00
round trip charge per seat will be assessed. A pre-proposal conference
is scheduled for 9:00 AM local time on 29 May 1997 in the Training
Room, Second Floor of the Military Housing Welcome Center, Naval
Station, 3544 Albacore Alley, San Diego, California. Participants must
reserve seating no later than 27 May 1997 by contacting Bradley
Crawford at 619-556-8927/fax 619-556-8929. This is not a public bid
opening. The approximate funding limitation for this project is
$1,500,000. Firm Fixed Price Construction Contract. Proposals will be
considered from all responsible sources. Proposals including additional
desirable items, such as a larger diving platform, additional ladders
and fenders, etc. will be given additional consideration. This project
is unrestricted. The Standard Industrial Code is 1629 and the annual
size standard is $17 million. It is recommended the subcontracting
goals reflect a minimum goal of 5% for Small Disadvantaged Business
subcontracting effort. NOTE: Plans and specifications will not be
mailed to firms within 20 mile radius of the issuing office.

mail. Telephone requests will not be accepted. Requests for the
solicitation package must be in writing stating the RFP number
N68711-97-R-8414, with complete name, address, area code and telephone
number and whether proposing as a prime
contractor/subcontractor/supplier. There will be a charge for plans and

project. Cashiers Check/Money Order/VISA/Mastercard made out to DEFENSE
PRINTING SERVICE are the only accepted forms of payment for the plans
and specs. FEES ARE NOT REFUNDABLE. Mail request to Southwest Division,
Naval Facilities Engineering Command (Plan Issue), 1220 Pacific
Highway, Building 132, San Diego, CA 92132-5187. Submit one (1)
cashiers check/money order/credit card per project. Solicitation
packages are limited to two (2) sets per prime and one (1) set per
subcontractor/supplier. Plans and specs will be available on or about
