Department, Financial Management Service (FMS), intends to secure the
services of a full-service communications firm, with advertising and
public relations capabilities, to conduct a comprehensive public
education campaign to inform the public about the new EFT legislation
(Public Law 104-134) and the Final Rule (31 CFR 208) and how the
legislation will affect Federal Government check recipients. FMS will
solicit using full and open competition for a base year plus 4 option
years. FMS intends to make award by August 1, 1997, in addition to
abbreviated written technical proposals, FMS will be using oral
presentations to meet the accelerated time frames. Those vendors who
make the competitive range must be prepared to conduct an oral
presentation within 5 to 20 days after the proposal due date. The
Contractor shall be responsible for undertaking numerous tasks to
convey information concerning the new law and the Final Rule to the
general public and various target audiences inside the United States
and its territories. The Contractor shall develop targeted messages for
specific audiences, media appropriate for each audience segment and
develop, disseminate and evaluate the effectiveness of the public
education campaign materials. These materials may include, but not be
limited to, public relations, paid electronic and print media
advertisements, public service announcements (PSAs) and public service
print advertisements, direct mail pieces (check inserts and other
direct mail pieces), and consumer education materials (e.g., adult
financial education materials), etc. Therefore, it is necessary for the
Contractor to have experience in developing and implementing a
comprehensive Government or private sector public education campaign
for multiple audiences. The Contractor needs to have expertise in
interpreting cultural sensitivities and mores to appropriately select
the most effective media, ranging from printed flyers and check inserts
to purchasing broadcast time and/or print media space, to convey the
public education campaign message to selected target audiences. In
addition, the Contractor must provide highly responsive and creative
products to convey the message of this Campaign through training and
education materials. FMS will be using the INTERNET EXCLUSIVELY (NO
HARD-COPY SOLICITATION DOCUMENTS WILL BE ISSUED) to distribute all
solicitation documents for this requirement. All solicitation documents
distributed by FMS may be obtained from the Internet at
http://www.fms.treas.gov/procure.html. To ensure timely receipt of any
updates and/or amendments to the solicitation, FMS recommends that
vendors interested in this requirement consider the subscription
service available on the FMS Procurement Opportunities home page.
Vendors shall be responsible for obtaining all solicitation documents
from the Internet. FMS plans to place Solicitation No. RFP-FMS-97-0014
on the Internet on or around 5/23/97. If the solicitation is not up by
5/23/97, FMS recommends that vendors check the Internet daily until
such time that the solicitation becomes available. Vendors shall send
